- This Amendment is issued to answer questions in response to Combined Synopsis/Solicitation N00421-06-T-0083. QUESTIONS & ANSWERS: 1. Is there a desired form factor for the new architecture? We request insight to the system being replaced, for where and how the units are currently deployed for form factor awareness. This is especially critical for the shipboard deployments to attempt to fit in current weight and balance configurations. Insight to the shore based form and space factors (i.e. 19 inch racks, amount of "U" space, power feeds etc...) would be helpful as well. RESPONSE: For shore facility installations, the dimensions of the DVLCE (recording system without the environmental rack) are stated in section 3.2 of the SOW. If, by the term "form factor", you are referring to rack units, the system that is being replaced was not designed in accordance with a rack unit or "U" standard. If, by the term "form factor" you are referring to commercial ATX/mATX/BTX/mBTX standards, these do not apply as this system architecture will be based upon a single board computer and passive backplane design. Per paragraph 3.3.1 in the SOW, the host cabinet shall have standard 19-inch rack configuration. For shipboard installations, the dimensions of the DVLRS (recording system housed in the environment rack) are stated in section 3.3 of the SOW. If, by the term "form factor", you are referring to rack units, the system that is being replaced was not designed in accordance with a rack unit or "U" standard. If, by the term "form factor" you are referring to commercial ATX/mATX/BTX/mBTX standards, these do not apply as this system architecture will be based upon a single board computer and passive backplane design. Figures 2, 3, 4, and 5 in the SOW provide amplifying information on the dimensions requirements. The DVLRS is to be a next-generation follow-on recorder system and is not intended to replace existing recorders. It is however form and fit compatible with existing Recorder-Reproducer systems as follows: RD-674A/UNH Recorder-Reproducer / RD-674B/UNH Recorder-Reproducer. The majority of these recorders are deployed on the following ship classes: DDG-51 Arliegh Burke and CG-47 Ticonderoga. 2. Per SOW paragraphs 3.12.1.9 and 3.12.1.10, and 3.12.1.11, the radar video interface capabilities of the DVLRS were intended to be fixed price options. If installed, the requirements are as follows: 2a. How many radar working positions have to be recorded? RESPONSE: The requirement is to passively tap one radar system video feed (i.e. TPX-42) in-line before it reaches the display console(s). 2b. Will the replay be done on a separate position or on the radar working position where the recording has been made RESPONSE: The replay will originate from the DVLRS and be distributed to any one of the available display consoles. 2c. How many physical radar lines (or radar plugs) are there in the project RESPONSE: One radar line. 2d. What is the radar protocol format used in RS422 RESPONSE: Per SOW paragraph 3.13.1.3, the required protocols are CD2 and HDLC. 3. The due date timing (March 22nd) of this RFP, for a critical USN recording system, of this magnitude appears to be condensed. Is there any operational timing issue that is driving the submission suspense? RESPONSE: The proposal due date of 22 March 2006, will provide ample time for the Technical Team to conduct First Article Testing. Additionally, the open period is in accordance with FAR Part 12 regulations for procurement of Commercial-Off-The-Shelf (COTS) items.
