- NAICS Code: 541690 Notice of intent to award a sole source delivery order under the procedures in FAR 8.4 to Entrix, Inc., located at 5252 Westchester, Houston, TX 77005. Applicable NAICS code is 541690. In January 2004, a competitive Request for Quotation was issued to obtain technical services to develop a cell-based assay using the H295R cell line to detect chemicals that interfere with the synthesis of steroid hormones. Entrix, Inc. was awarded the delivery order and their performance under the order has led to the development of an initial protocol. The work under this initial order has identified a number of problem areas and a plan to investigate and resolve them. A review of the data from the first series of studies has led to the conclusion that additional experimental work is necessary to determine the causes of variability and standardize the assay prior to commencing formal interlaboratory validation studies. Resolution of these issues should result in an optimized protocol that can meet EPA's objective to develop a cell-based assay to reliably detect chemicals that interfere with steroid hormone synthesis. This order will provide for the determination of the underlying causes of the variability obtained in the first series of studies, the development of an optimized protocol based on this information, and the conduct of an interlaboratory study to complete the validation process. The Contractor shall serve as the lead laboratory for this effort. THIS IS NOT A REQUEST FOR QUOTATION. No contract will be awarded on the basis of offers received in response to this notice. Telephone requests or inquiries will not be accepted. Responses to this notice must be submitted within five (5) days after this electronic posting. A determination not to compete this requirement is within the discretion of the Government. Any response to this notice must show clear and convincing evidence that competition would be advantageous to the Government in future procurements.
