Description
This is a combined synopsis and solicitation for the following commercial items... Contractor shall supply all equipment and labor to install, test, and operate all equipment (stated below) for the purpose of providing rental for video projection systems for a front-projection screen for the “Guardian Challenge” 2006 opening ceremonies and banquet ceremonies at the 76th Helicopter Squadron (76 HS) Hangar, Vandenberg AFB, California. This includes installation, setup, and operation of a video projection systems and in a manner to best provide a single screen presentation with dual coverage in the 76 HS Hangar for approximately one thousand people. Installation of the said systems shall take place on 9 May 2006 (8:00 AM) and be operational by 4:00 PM on the same day. Contractor shall remove the equipment on 12 May 2006 starting at 8:00AM. A Contractor technician shall be on site 09 May 2006 for the purpose of correcting any technical problems that may arise and provide all necessary testing to ensure all equipment is fully operational. A technician will also be on site (2:00 PM-10:00 PM) 11 May 2006 for scheduled performance. The technician will be available on a standby basis with a response time of 3 hours in case of an equipment failure for the period of 9-11 May 2006. Contractor will supply government with a name and pager number of person on call for the time period of equipment rental. The contractor shall provide all technical knowledge required to install and tear down all equipment provided by under the contract. Lift support and manpower will be provided by the Government for the placement of video projectors on the support platforms and the placement of the video wall components as required. The contractor shall provide, but not limited to, all items listed herein for video projection of two common NTSC composite video signals for front projection and 4 separate NTSC composite video signals for video wall inputs (government provides cable to projection sources). The equipment shall be Brand Name or Equal to 1) 2ea. Barco ELM-12 Projector (double-stack) with ANSI rated 12000 Lumen output or digital light projector equivalent. (1 projector is primary, 1 projector is backup) (Associated cables scan converters etc. as required). 2) 2ea. Projection lenses (suitable for a max 140-foot projection front throw to fill a 15x20 image area) Scaffolding will be provided by government for placement of projection systems. 3) 8ea. Toshiba P4130VU Videowall 40” VGA to create 2x4 Videowall / 4.14’H x11.1’W (Associated cables, and display control) 4) 4ea. ES 5928 NTSC Input Card. 5) 5ea. ES 5921 NTSC Output Card. The contractor shall provide all necessary power distribution for projectors and racks, input cables, video, control and power distribution There will be a site visit for this project on Thursday Mar 16, 2006 at 9:00 am local time. Contractors shall meet the contracting representative at Building 7015 at 08:50 prior to departure. If you are interested in attending please provide name of the individual or individuals who will be attending no later than 1:00 pm local time on Thursday Mar 14, 2006, preferably by email. Site visit is mandatory for this project in order for the contractors to have a complete understanding of the facility. Due to security, all Contractors are encouraged to arrive early to the main gate for in processing. In order to obtain a vehicle pass for base access all visitors must possess a valid photo ID. Driver of the vehicle must have a valid driver license, vehicle registration, and proof of insurance. Contractors have until 12pm PST on Friday 17 Mar 2006 to ask any questions in regards to this project. Government will provide a written response posted NLT 4:30pm PST on Friday 17 Mar 2006. This synopsis and solicitation is prepared in accordance with the format in FAR Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. This solicitation is issued as a request for quote (RFQ) F4D1B46062A100. Submit written offers, oral offers will not be accepted. All firms or individuals responding must be registered with the Central Contractor Registration (CCR). This procurement is being issued as 100% SMALL BUSINESS SET-ASIDE. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-8 and DFARS Change Notice 20060223. FOB: Destination for delivery to Vandenberg AFB 76th Helicopter Squadron hangar, Vandenberg AFB CA 93437 .The following provisions and clauses apply to this acquisition: FAR 52.211-6 Brand Name or Equal. The provision at FAR 52.212-1, Instructions to Offerors--Commercial Items. Quotes will be evaluated on Technically Accepted Best Value factors. The provision at FAR 52.212-3, Offeror Representations and Certifications -- Commercial Items, and the offeror must include a completed copy of this provision with their proposal. The clause at FAR 52.212-4, Contract Terms and Conditions-Commercial Items; FAR 52.212-5, Contract Terms and Conditions Required To Implement Statutes or Executive Orders--Commercial Items.
