Description
COMBINED SYNOPSIS SOLICITATION IAW FAR 12.603 This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in the notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This requirement number F3Z3446009A100, is issued as a request for quotation. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-08 and Defense DCN 20060223. The solicitation/acquisition listed here is unrestricted. The Federal Supply Class (FSC) is J044 The associated Standard Industrial Classification (SIC) is 7623. The North American Industry Classification System is 811310 and the associated business size standard is $6M . This request for quotation consists of the following service. STATEMENT OF WORK Contractor shall provide all materials, tools, equipment transportation and labor as necessary to chemically treat the makeup water to the high pressure steam boiler/autoclave. The chemical treatment to soften the water shall be sufficient to maximize the economic life span of the boiler/autoclave. The contractor shall deliver to the point of use all chemicals for required scheduled service and remove unused chemicals after service. The contractor shall not store any chemicals on Travis AFB. Fill treatment tank, so that our personnel will never be exposed to treatment chemical contact. Travis AFB’s responsibility will be to supply electricity as required for the water treatment program. Routinely maintain boiler chemical feed equipment for out customers, so that if maintenance is needed, perform the work immediately to eliminate the possibility of boiler damage. If new hardware / parts are required, contractor to invoice Travis AFB separately for same. Contractor to clean and dry steam autoclave. TESTING AND ANALYSIS Control all chemical levels, boiler blowdown, and softener operation to assure a trouble-free chemical program. The hardness test for the softener is very important- scale prevention is guaranteed only if soft water is fed to the boiler. The water softener is required for the installed autoclave, and the quality of hard water at Travis AFB dictates the need for the water softener and water treatment program to ensure efficient operation of the autoclave. Include all treatment chemicals required, lab services, on-site training of Travis AFB personnel, and no less than monthly service calls. SERVICE During the service call, a comprehensive scan of all treated waters will be preformed with results recorded and recommendations made in writing. Peripheral equipment such as the preboiler system, the boiler softener, and the steam / condensate system shall be checked for correct operation and chemical balance. Chemical tanks will be refilled as required. Control equipment to be checked and calibrated for accurate performance. A service report will be presented before leaving the facility. The following provisions and or clauses apply to this acquisition. Offerors must comply with all instruction contained in FAR 52.212-1, Instructions to Offerors-Commercial.
