Description
The Natural Resources Conservation Service in Tennessee will be soliciting qualification statements for evaluation and award of Blanket Purchase Agreement(s) (BPA) to small business sources capable of providing real estate appraisals in the central and western parts of Tennessee. It is anticipated that the central and western portions of the state will be divided into approximately three to five zones. Multiple awards will be considered. For planning purposes, the Government anticipates 10 appraisals to be performed under the Wetlands Reserve Program (WRP) with 8 of sites located between the Tennessee and Mississippi Rivers and two sites located in middle Tennessee, 1 appraisal to be completed under the Grasslands Reserve Program (GRP) located in Wilson County in Fiscal Year 2006. Appraisal of additional sites may be needed should additional funds become available. The BPA(s) may also be used for Emergency Watershed Protection Floodplain Easement Program (EWPEP) and other easement programs offered through USDA. Services are being sought for a period of up to five years. A BPA does not obligate the Government to order or the vendor to furnish any articles of any quantity except to the extent that may be agreed upon in connection with individual transactions. Obligations are made at the time of actual orders. All appraisers shall be a State Certified General Real Property Appraiser in Tennessee. Appraisals shall comply with the Uniform Standards of Professional Appraisal Practice (USPAP), Uniform Appraisal Standards for Federal Land Acquisitions (UASFLA also know as the Yellow Book) and supplemental standards as issued by NRCS. This is a 100 % set-aside for small Business and the small business size standard is $1.5 million. It is anticipated that a pre-bid conference to discuss the requirements of the solicitation will be held some time during the week of April 2nd . The time and date will be included in the solicitation which should be issued in approximately 15 days. Interested parties are highly encouraged to register to receive notifications regarding the upcoming solicitation in the space provided below this announcement to ensure notification of the issuance of the solicitation.
