- The Drug Enforcement Administration (DEA) El Paso Intelligence Center (EPIC) is seeking sources to determine whether there are small businesses that have the capacity to provide Operations and Maintenance Information Technology Services for multiple-vendor host-based and a multiple vendor client/server architectures, communications servers, firewalls, an Automated Message Handling System, External Communications Servers, Oracle Relational Data Base Management System (RDBMS), Microsoft Operating Systems (OS), AIX OS, and Sun Solaris OS, Microsoft Office Suite, System Management Utilities, other Commercial-off-the-Shelf (COTS) software, Government-off-the-Shelf (GOTS) software, and locally developed software. The prospective contractor shall provide IT operations, technical and security services in support of the ESS, the EIS, and the Anti-Drug Network (ADNET). The Contractor shall also provide support to other information systems within EPIC's support responsibility to include stand-alone PC's, laptops and other non-ESS software and equipment that are located at EPIC in support of EPIC's mission. The Contractor shall provide services in the following areas in support of the core technical requirement: Systems Administration Help Desk Services Hardware and Software Inventory Maintenance Database Administration Network Administration Training Services Software Development and Maintenance IT Security EPIC also requires on-site contractor support in order to maintain the operations and enhancements of the Sensitive but Unclassified (SBU) ESS, the Classified Secret EIS, and other information systems that are within EPIC's support responsibility. These include stand-alone PC's, laptops and other non-ESS and non-EIS software and hardware systems that are located at EPIC in direct support of EPIC's mission. The following requirements shall be supported at EPIC: INTERNET SERVICE NETWORK (UNCLASSIFIED SYSTEM) System Description: The EPIC Internet Network utilizes a commercial ISP to access the Internet. . EPIC has its own domain name established for the EPIC Proxy Server. Equipment Environment: Routers, Internet Security Server, Internet EPIC Proxy Server, Internet Mail Exchange Server, and Windows 2000 workstations. Support Software Environment: Cisco IOS, Microsoft Proxy Server, Windows 2000 Server, Microsoft Exchange, McAfee Anti-Virus, and various software suites on workstations. Contract Support Requirement: All equipment and software must be supported by the contractor. AIRCRAFT DETECTION AND PROCESSING TERMINAL (ADAPT) (SBU) System Description: The ADAPT was created for EPIC by the FAA to include Instrument Flight Rules (IFR) aircraft. EPIC Air Watch personnel utilize the system to track and report location and activities of suspect aircraft provided by field Case Agents. FAA is contacted for any problems related to ADAPT equipment. Equipment Environment: Microsoft Windows servers and Windows XP workstations. Software Environment: Software development and maintenance is the responsibility of FAA. Contract Support Requirement: Troubleshoot and correct communications problems related to transmission of data from ADAPT to the ESS. Contractor shall assist with networking connection requirements. EXTERNAL COMMUNICATION SERVER ENVIRONMENT (SBU) System Description: The External Communication Server System provides access to external database systems. It provides access to the Customs and Border Protection (CBP), the Federal Aviation Administration (FAA), DEA, Immigration and Customs Enforcement (ICE), Bureau of Prisons (BOP), US Marshal Service (USMS), Department of Justice Communication System (JUST), and Texas Department of Public Safety (TX DPS). The system also provides data input from Air Maritime Operations Center (AMOC), which is utilized by the Federal Aviation Flight Database running on the ESS. The system consists of web servers providing HTML screens in a separate window for each external database. Equipment Environment: DSU/CSU, routers, IBM AIX, Sun SOLARIS, and Microsoft Windows 2000 servers. Communications Software: Microsoft Internet Explorer, TCP/IP. Contract Support Requirement: The Contractor shall operate, maintain, troubleshoot, modify, and interface between the users and the communications helpdesks of the CBP, DEA, FAA, ICE, BOP, TX DPS, USMS, and DOJ to resolve communication problems. UNIX file systems and scripts in support of the ESS must be modified and maintained on a regular basis. The DOJ Communications Center controls all DEA entities, including EPIC, external communications. FAA FLIGHT SYSTEM (SBU) System Description: The FAA Flight System consists of several communications servers receiving commercial and private aircraft related information (flight plans, stolen aircraft, etc.) over telecommunications lines from the Federal Aviation Administration (FAA), Customs and Border Protection (CBP) or from any other source. This information is checked to see if any incoming information coincides with lookout data. If it does, a mail message is sent to the EPIC Air Watch to alert them. The information stored can also be queried and reports generated. The FAA Flight System Database is stored and maintained on a separate server. Equipment Environment: IBM AIX, Sun SOLARIS, and Microsoft 2000 Servers; Microsoft Windows 2000 PCs Support Software Environment: Oracle RDBMS Version 9i, Oracle Developer 2000 Tools, and Oracle Forms 4.5, the Automated Message Handling System. Contract Support Requirement: Troubleshoot and correct communications, hardware and software problems with the systems. Perform program modifications as needed. Assist Air Watch team with monitoring and maintaining equipment. Assistance will be given to the Air Watch in determining and identifying problems that are hardware and software related. Coordinate with external communications help-desk to determine the extent and resolution of problems. AUTOMATED MESSAGE HANDLING SYSTEM (AMHS) (ESS-SBU and EIS?CLASSIFIED) System Description: The EPIC Automated Message Handling System (AMHS) consists of unclassified data input from ICE, FAA National Aeronautical Data Information System, and AMOC. Classified data is received from DEA, DOJ, Department of Defense, and US Coast Guard. This information is collected centrally on the classified EPIC Communications Automated Profiling System (CAPS). Equipment Environment: Microsoft 2000 Servers, Sun Solaris Servers, IBM AIX Servers, routers, and Microsoft Exchange Servers. Support Software Environment: COTS applications consisting of the Telos CAPS application and the Multi-Functional Secure Gateway (MSG), Microsoft Exchange, Microsoft Server 2000, Sun Solaris, and IBM AIX. Contract Support Requirement: All equipment and software must be supported by the contractor and contact the CAPS and MSG help desk for support beyond what can by corrected by level one Systems Administration. COMMUNICATIONS AUTOMATED PROFILING SYSTEM (CAPS) (CLASSIFIED SYSTEM) System Description: The EPIC Communications Automated Profiling System (CAPS) is an in-place message profiling and processing system that consists of the Automated Message Handling System (AMHS) online which is a web-browser based application used by AMHS Users to access the AMHS. AMHS Online offers the user the capability to conduct retrospective searches or profile messages received by the AMHS from the Automatic Digital Network (AUTODIN) traffic and Simple Mail Transfer Protocol (SMTP) email traffic addressed to EPIC and sent via the DEA HQS Mercury 2000 (M2K) Microsoft Exchange. The purpose of the EPIC?CAPS AMHS is to provide authorized personnel access to incoming and outgoing message traffic from workstations located in their office. All messages exchanged between the EPIC Communications Center and other agencies are also stored on the EPIC-CAPS AMHS in the Communications Center. There are two components which enable access to EPIC-CAPS AMHS Online. The majority of users will access EPIC-CAPS thru a classified ESS workstation or through a MERLIN workstation. Equipment Environment: AMHS Servers, MSG PCs Support Software Environment: AMHS Software Contract Support Requirement: The contractor shall provide hardware and software support of the CAPS primary and backup and the MSG primary and backup server as well. CAPS is a critical system that requires 24 hour x 7 day coverage. The contractor shall be responsible for backups and software upgrades to all associated programs on CAPS and the MSG. The contractor shall work with the TELOS Corp, who developed the AMHS program, as needed for system upgrades and maintenance. The contractor shall also work with the communications section of EPIC to provide program upgrade and maintenance advice. ANTI-DRUG NETWORK (ADNET) (CLASSIFIED SYSTEM) System Description: The Anti-drug Network (ADNET) is a secure classified information network General Service, which allows for the rapid transfer and sharing of drug-related detection and monitoring data between U.S. Department of Defense (DOD), U.S. Coast Guard, Law Enforcement Agencies (LEA) and Canadian and Netherlands law enforcement agencies. This network utilizes the DOD Secure Internet Protocol Router Network (SIPRNET). Equipment Environment: Sun SOLARIS servers and Microsoft Windows 2000 work stations. In addition, there are Joint Maritime Information Equipment terminals and Narcotics Trafficking Research System. Support Software Environment: Sun SOLARIS and Microsoft Windows 2000. Communications Environment: The SIPRNET is a classified network on the Defense Data Network (DDN) which is approved to process SECRET level information. Contract Support Requirement: The contractor shall follow guideline procedures previously stated for system administration support. The contractor shall coordinate with external communications help-desk to determine the extent and resolution of problem. Small businesses that are capable and interested in submitting a proposal for the performance of this service upon release of the solicitation shall submit their capabilities statement via e-mail only to Ghazala Shabnam at gshabnam@leo.gov no later than March 17, 2006. This notice does not commit the DEA to procure the subject services nor intend to award a contract on the basis of this request for information. The Government will not pay for the information solicited. The Government is seeking information only to determine whether small businesses are interested and capable of providing this service. No telephone requests shall be accepted.
