- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the ONLY solicitation; quotes are being requested and a written solicitation will not be issued. This solicitation is being conducted under Simplified Acquisition Procedures (SAP) as a Request for Quote No. F3QCCL6048A200. This acquisition is set aside 100% for small business. NAICS Code: 333513 Place of Performance/FOB: Robins AFB, GA. SERVICE REQUIREMENTS: Procurement of non-personal services for all parts, labor, tools, materials, equipment and transportation/travel necessary to provide on-site labor to update control on Niagara Press Brake WR000569 to modern Windows-based control system. (including all travel, on-site labor, material, and parts, software, manuals, training). See Attached Statement of Work. As prescribed in 12.301?, the Contracting Officer may insert a provision substantially as follows: Evaluation ? Commercial Items (Jan 1999) (a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers: Delivery, Technical Capability, Past Performance, Price. Technical and past performance, when combined, are equal to price. (b) Options. The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s). (c) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer?s specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award. SCOPE The Niagara Press Brake utilizes an obsolete proprietary control module, DNC 90, which is no longer supported by the original control equipment manufacturer, Cybelec. This module needs to be replaced by utilizing modern technology with readily available parts. Replacement control must support at a minimum the current safety features of Niagara Press Brake. 2. TASKS The service technician is quoted for onsite work at Robins AFB on retrofitting the Niagara Press Brake control module, DNC 90. Labor, materials, and all expenses shall be included in the quote. Contractor shall provide maintenance and operator training once equipment is operational. Retrofitted control shall integrate with existing machine hardware and electrical power in order to make machine operational. New parts shall consist of readily available parts by industry standards which will allow a timely repair for future needs. A Windows PC system or Allen Bradley technology is request which would allow future hardware/software upgrades if desired. Contractor shall perform all required test, alignments and checkouts necessary to demonstrate the Niagara Press Brake is operational and up to original equipment manufacturer?s specifications. Contractor shall provide two hard copies and one electronic copy of documentation to demonstrate control operation and control maintenance in order to operate and maintain equipment. If PC system is used, contractor shall provide machine operating system software backup due to potential memory failure of control. PC system must have CD/DVD RW capabilities. 3. HOURS OF WORK The standard hours of work shall be Monday through Friday 7:30 AM TO 4:15 PM EST except Federal Holidays.
