- This is a combined synopsis and solicitation for the following commercial items, The Contractor shall furnish and install vertical blinds on second and third floors of the A-Wing of Building 10577,Vandenberg AFB, CA. Widows are located on the west, north and east faces Building. The proposals shall include the base price as well as two bid alternates as follows. Base Bid: Install manually operated vertical blinds at locations shown on layout image (Contact Oleg Perchine for a copy). Blinds installed on north facing windows will require offset controls due to the deep recess of the windows. The control cables shall be placed forward to within 6-inches of the front face of the adjacent surface. These controls shall be anchored to the sill surface with tension devises. All blinds and tracks shall be manually operated. The contractor shall remove all existing blinds, sheers and associated hardware in the rooms where new vertical blinds are being installed, fill and patch all holes from existing fixtures prior to installation of new blinds, provide any backing or support needed for the attachment of the blinds to the ceilings. The ceilings in some rooms are suspended T-bar and not designed additional loading. The blinds shall stack to the same side as the controls. Blinds are to be Brand Name or Equal to: Manufacture: Graber. Style: Channel Panel. Color: Ivory #7137. Fabric: Lucia. Color: Cream #8826. Track (Manual). Manufacture: Graber. Model: G72 Super-Vue. Color: Ivory. Alternate #1: Install motorized controlled vertical blinds on north facing windows in lieu of manual controlled. This will require an alternate track as well as the motorized operator. The motor shall operate both the rotation of the blind as well as stacking of the blinds. Electrical power for powered blinds will be provided by the base. The contractor shall provide power requirements to the Contracting Office included in the proposal and the Government will accommodate for these requirements after the award. Contractor must allow for four weeks of lead time prior to the installation of the motor operated vertical blinds. Motor and the track are to be Brand Name or Equal to: Track (Motorized) Manufacturer: Silent Gliss. Model: 2950 w/9010 motor and infrared hand held remote control (single motor). Color: Ivory. Alternate #2 Install three additional manually operated blinds as noted in the 30 SW Conference Room on the second floor. Also remove the existing motorized blackout shade assembly and arrange with the customer to remove them out of the building. If the products are an Equal to a Brand Name contractor shall provide samples and product data along with the proposed bid. The listed products are to be used as a comparison for the standard of quality for which an alternate will be evaluated. Security: The area for blinds installation is considered restricted. Contractor shall provide their own certified escorts and the cost of escort services shall be included into bid proposal. A minimum of two escorts are required at all times. More escorts may be needed based on the manpower and schedule for the project. The Government will not supply escorts for projects in this restricted area There will be a site visit at Building 10577 on Tuesday Mar 7, 2005 at 9:00 am local time. Contractors shall meet the contracting representative at Building 7015 at 08:50 prior to departure. If you are interested in attending please provide name of the individual or individuals who will be attending no later than 1:00 pm local time on Thursday Mar 3, 2006. Contractors are highly encouraged to attend the site visit. Due to security, all Contractors are encouraged to arrive early to the main gate for in processing. In order to obtain a vehicle pass for base access all visitors must possess a valid photo ID. Driver of the vehicle must have a valid driver license, vehicle registration, and proof of insurance. Photography is not permitted during the visit, however a Government representative may be asked to photograph a specific area and Contracting Representative will provide the requested pictures to interested parties via e-mail. Contractors have until 12pm PST on Thursday 9 Mar 2006 to ask any questions in regards to this project. Government will provide a written response posted NLT 4:30pm PST on Friday 10 Mar 2006. This synopsis and solicitation is prepared in accordance with the format in FAR Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. This solicitation is issued as a request for quote (RFQ) F4D396046A100. Submit written offers, oral offers will not be accepted. All firms or individuals responding must be registered with the Central Contractor Registration (CCR). This procurement is being issued as 100% SMALL BUSINESS SET-ASIDE. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-02 and DFARS Change Notice 20040625. North American Industrial Classification Standard 236220 , Size Standard, $28,500,000, applies to this procurement. FOB: Destination for delivery to Vandenberg AFB Building 10577, Vandenberg AFB CA 93437 .The following provisions and clauses apply to this acquisition: FAR 52.211-6 Brand Name or Equal. McCoy Lane, Santa Maria (805) 349-0550 Drapes in the 30SW Conference Room they shall remain but there location many need to be adjusted depending on which option is selected. At north facing window locations the exiting drapery tracks shall be removed from the drapery pockets and discarded. Drapery pockets shall be patched and painted to match adjacent finishes. (Second and Third floors) For motorized blinds option: Each window/section shall have its own motorized control All existing drapery hardware shall be removed and discarded. Existing drapery pockets shall be patched and painted to match adjacent surfaces. 30 SW Conference room: Provide additional proposal option to relocate existing powered shades to permit the addition of the new vertical binds between them and the windows. Relocate existing curtains as necessary. Extend wood window sill framing to accommodate new location of shades. Wood to match existing in type and finish. If the option to remove the powered shades is selected they shall be turned over to the Facility Manager.
