Description

The U.S. Fish and Wildlife Service has a requirement for the Carlsbad Fish and Wildlife Office, 6010 Hidden Valley Road, Carlsbad, California 92011-4213. to provide expertise on compiling and evaluating relevant scientific information related to A 5-year review, based upon the best available scientific and commercial information, is required by Section 4(c)(2) of the Endangered Species Act (ESA) at least once every 5 years to determine whether a change in listing status is warranted. The FWS is seeking a Contractor to immediately assist in gathering and synthesizing information for this effort for the least Bell's vireo (Vireo bellii pusillus). The Contractor will be required to interpret the best available scientific and commercial information and apply this information to the five listing factors under section 4(a)(1)(A-E) of the ESA for the least Bell's vireo for use by the FWS in their 5-year review. The Contractor will be required to evaluate (a) the quality of all existing available relevant information, (b) the validity of the conclusions drawn from the information, and (c) if no conclusions were drawn, what, if any, conclusions may be appropriate. The Contractor will also be asked to interpret the evaluated and synthesized information, including an assessment of the threats to the species consistent with section 4(a)(1)(A-E) of the ESA, and to produce draft and final reports. A detailed description of the Contractor's responsibilities is in the Statement of Work and associated attachments. Selection process is "best value".
