Description
The goal of the “Combat ID in the Maritime Domain to Reveal Contact Intent” Program is to support the FORCEnet vision by developing measurable advances in Combat Identification (CID) technology that can directly enable and support enhanced Naval capabilities in the Maritime Domain to support Global War on Terrorism (GWOT), Homeland Defense (HLD) missions, Stability Operations, and Major Combat Operations (MCO). This will be accomplished by developing appropriate technology elements (articulated in sec 6.3 “ProgramThrusts”) and integrating them in a manner that enables proof of principle demonstration of automated Level 2 and Level 3 (Level 2/3) fusion functionality in one or more Maritime Domain Awareness (MDA) scenarios or vignettes. This Program addresses current warfighter functionality shortfalls in information integration and higher levels of fusion and inference resulting from limitations in technology and reductions in staffing. The Program will develop advanced and novel approaches for automated integration and interpretation of information from multiple (multi-INT) sensors, sources of various types including contextual descriptions. Currently, Level 1 fusion products, principally “tracks”, represent the limit of what can be automatically known about objects and events throughout the battlespace. Humans must derive all higher levels of relationship and inference as well as bringing in the context describing the battlespace environment. This program will develop automated techniques to determine relationships among objects and events, in the context of relevant specific influences such as weather, terrain, topography, traffic flow, adversary doctrine, etc., as well as general influences including political, economic, and cultural factors. The program will also develop automated techniques to interpret those relationships to understand behaviors that may have military significance, and to assess military and maritime security impact and adversary intent. Technology articles resulting from this research will be software that is integrated into emerging net-centric Navy and Marine Corps Command & Control and Intelligence, Surveillance, and Reconnaissance (C2 and ISR) acquisition programs through a Service Oriented Architecture (SOA) such as Composable FORCEnet (CFn) 2.0A or DCGS Infrastructure Backbone (DIB) in accordance with Net-centric Enterprise Services (NCES) and Net-centric Enterprise Solutions for Interoperability (NESI) guidance.
