- Range Instrumentation Systems Squadron, Air Combat Support, Air Armament Center (AAC), Eglin Air Force Base (AFB), Florida, is contemplating issuing a Sole Source contract to DRS Training & Control Systems, Inc., 645 Anchors Street, Fort Walton Beach, Florida 32548, for the Contractor Logistics Support (CLS) of the existing Fighter Aircraft Command and Control (C2) Enhancement (FACE) pods deployed to Bagram AB, Afghanistan and/or within its Area Of Responsibility (AOR), as well as potentially CONUS and/or other AOR as required. This requirement will be called FACE Follow-On CLS and will be a one year contract with 4 option years. The CLS for the FACE pods in the AOR is currently performed by the manufacturer,DRS-TCS. Having developed FACE, DRS-TCS possesses vital proprietary information about the FACE pod that is required to maintain the system. The contractor for this effort shall have total system support responsibility (TSSR) for the FACE system. A SECRET clearance is required for all contractor personnel. Requirements of the contract include in-theater personnel capable of meeting FACE System Requirement Document availability requirements, to include surges, in accordance with the Concept of Operations, configuration management (software and hardware, to include Commercial Of-the-Shelf product changes), data management (to include source data updates and distribution to users), supply support, distribution (packaging, handling, storage, transportation), taking immediate action to ensure timely solutions and corrections for any causes of a system performance failure, initial and follow-on training as required by Government operating location(s) personnel, necessary FACE system pre-mission preparation (e.g., pod mission preparation to include necessary telephone number and frequency changes, Preventative Maintenance Inspection, etc.), handover of serviceable pods to Government load crews at the pod shop, repair (organizational, intermediate, and depot maintenance – corrective and preventative – to include government furnished material), test, support and handling equipment, and sustainment engineering (maintenance/deficiency reporting, failure reporting and analyses, obsolescence, monthly status reports, etc), demilitarization and disposal, as required, using guidance contained in the Defense Demilitarization Manual, DoD 4160.21-M-1 The contractor shall allow for the continued control of Communications Security (COMSEC) Controlled Items IAW AFI 33-201.
