- Description
- This is a Source Selection Best Value Solicitation to provide for a Design/Build Multiple Award Construction Contract (MACC) for Renovation, Alteration, and Repair Projects for Various Facilities in the North Carolina Area. A maximum of five (5) indefinite delivery, indefinite quantity, (IDIQ) Design/Build Multiple Award Construction Contracts will be awarded as a result of this solicitation. Each contract is for a base year and four (4) one-year option periods. The maximum annual value of each contract is $20,000,000; however, the estimated construction cost for each project will be between $750,000 and $10,000,000. Future task orders will be competed among the awarded contracts. The government guarantees an award amount of $5,000 to each successful offeror over the full term of the contract. There will be two (2) seed projects included in Phase II of this solicitation. SEED PROJECT 0001, Aircraft Fire and Rescue Facility includes labor, materials, and equipment necessary to design and construct a single story, high bay, building, slab on grade, with structural steel framing, pile foundations, and reinforced grade beams, exterior brick and masonry veneer, interior concrete masonry unit (CMU) block walls, and sloped standing seam metal roof system. Provide insulated glass windows in metal frames with blast resistant construction and 2 X 2 drop in acoustical ceilings with 2 X 4 fluorescent lighting. The facility will include alarm/communications/dispatch center, training facilities, and living quarters for male and female personnel including ADA restrooms with showers, kitchen/dining/dayroom areas, administration spaces, maintenance/repair/storage areas, and other support spaces as required. Electrical systems include fire alarms with mass notification, emergency generator, information systems, and radio signal antennae. Mechanical systems include plumbing, fire protection systems, and heating ventilation and air conditioning (HVAC). Supporting facilities include site and building utilities connections (water, sanitary and storm sewers, electrical, telephone, local area network (LAN) and cable television. Paving and site improvements include bituminous POV parking, roadway access for emergency vehicles and POV’s, building apron for emergency vehicles, sidewalks, and landscaping. The new facility will provide stalls for 6 emergency vehicles. Sustainable features will be included in the design, development, and construction of the project. This seed project is representative of the projects that may be procured through this contract. The contractor shall provide all design, labor, supervision, engineering, materials, equipment, tools, parts, supplies, and transportation to perform all of the services described in the plans and specifications. Budgeted amount: $3,850,000. SEED PROJECT 0002, Ammunition Supply Point Upgrade (Ph 2) includes labor, materials, and equipment necessary to design and construct two (2) reinforced concrete, above ground Small Arms Magazines and four reinforced concrete (4) Earth Covered Magazines (ECMs) with earthen barricades and pallet and equipment staging areas. Special foundation features include piles. Electrical utilities include wiring for intrusion detection system (IDS), primary electrical distribution, lightning protection at vehicle staging and magazines, area lighting, and pole mounted transformer. Mechanical utilities include water distribution, fire hydrants, storm drainage pipes, and storm drainage structures. Paving and site improvements include fill and borrow, topsoil and seed, asphalt paving, gates, and security fencing. Demolition of buildings SFA6, SFA7, SSA8, and SSA9, as well as existing vehicle staging lot and fencing, is included. Technical Operating Manuals and Environmental, including erosion and sediment control, are also included. Sustainable features will be included in the design, development, and construction of the project. The contractor shall provide all design, labor, supervision, engineering, materials, equipment, tools, parts, supplies, and transportation to perform all of the services described in the plans and specifications. Budgeted amount: $6,870,000. Seed Project 0002 is under the NAVFAC DESIGN-BUILD “EARLY START” DEMONSTRATION PROGRAM. The FY 05 Defense Authorization Bill provides authority to complete the design leading to construction of a design-build project. The approximate Solicitation Release Date is 29 March 2006.
