- Description
- The Naval Air Warfare Center, Lakehurst, New Jersey (NAWCADLKE) intends to enter into a Basic Ordering Agreement (BOA) with EDO Reconnaissance and Surveillance, (EDO) of Morgan Hill, CA. The purpose of the proposed BOA is to provide supplies and services to support and maintain Electronic Warfare (EW) equipment designed and built by EDO RSS that include the CS-5057 and subsystems, CS-5058 EW and subsystems, ALR-95 Electronic Support Measures (ESM) systems and subsystems, R4100 VME chassis with TN-500 and AIS components, installed on P-3 aircraft and other aircraft for Foreign Military Sales (FMS) and the US Navy (USN). The proposed acquisitions are for equipment repairs, procurement of additional new equipment for sparing or replacement purposes, technical support, on site maintenance training and maintenance support, generation and update of technical documentation, performance studies/data analysis to evaluate mission effectiveness and propose capability improvements, upgrades/modifications to existing hardware and software to address obsolescence issues, improve mission capabilities and integrate with new or modified platform configurations and travel in support of the P-3 aircraft. NAWCADLKE intends to procure under the authority of 10 USC 2304(1), as implemented by FAR 6.302-1. EDO, Inc. is the sole designer and manufacture of the EW equipment, and is the only known firm possessing the knowledge, experience, and technical expertise necessary to fulfill the Navy’s requirements. The Government does not own the data rights. This notice of intent is not a request for competitive proposals; however, the Government will consider all responses received within fifteen days after the date of publication of this synopsis. A determination by the Government not to open the requirement to competition based upon the responses to this notice is solely within the discretion of the Government.
