Description
The Naval Air Warfare Center Aircraft Division Lakehurst, New Jersey has a requirement for the following Commercial services for Internet World Wide Web access to government and industry specifications and standards and supply data. Under the contract, the NAWCAD Lakehurst will procure access to industry specifications and standards, military specifications and standards and federal government supply data. All the required standards and data shall be available to any NAWCAD Lakehurst employee via the Navy Marine Corps Intranet (NMCI) and the Internet. Access shall be available to all buildings and personnel of the NAWCAD in Lakehurst, NJ, that have LAN and Internet access, as well as to NAWCAD Lakehurst employees at the Voyage Repair Team sites located in building LF-53 on the Norfolk Naval Station in Norfolk, VA and in building 160 on the Mayport Naval Station in Mayport, FL. Access shall be compatible with the current T-1 lines used on the NMCI Lakehurst Intranet. No special software or hardware shall be installed in, or attached to, any government computer to allow access to the specifications. The services shall be available at all the sites and buildings discussed above. The services shall be available 24 hours per day, seven days per week. The user of the standards shall have access to the standards that includes maneuvering within each screen and downloading data to the user’s PC. The service shall have the capability of viewing and printing directly from the user’s PC. Data shall be downloadable to the user’s PC and be convertible into commonly used software packages such as Microsoft Excel, Access, Adobe Acrobat, etc. for interpreting and manipulating the data off-line. All services shall be provided for a period of one year and an additional two option years. Access to the specific SDOs and data to be procured are: (1) The Society of Automotive Engineers (SAE), including Ground Vehicle Standards, Aerospace Standards and AMS. Access shall be for two concurrent users of the standards. (2) The Aerospace Industries Association (AIA), including those formerly known as the National Aerospace Standards (NAS). Access shall be for five concurrent users of the standards. (3) The American Society for Testing and Materials (ASTM) International. Access shall be for two concurrent users of the standards. (4) Logistics and parts data for department of defense stock numbered items. Access shall be for ten concurrent users of the data. (5) Standards adopted by the Department of Defense (DoD). Access shall include active adopted specifications and standards as shown in the Department of Defense Index of Specifications and Standards (DoDISS) and shall be updated at least monthly. The access shall be to all active DoD adopted specifications from all Standards Developing Organizations (SDOs) excluding the Society of Automotive Engineers (SAE) International, the Aerospace Industries Association (AIA), the American Society of Mechanical Engineers (ASME) International and the American Society for Testing and Materials (ASTM) International. Access shall be for two concurrent users of the standards (6) Military specifications and standards (MILSPECS) that have been cancelled or discontinued, active MILSPECS as shown in the Department of Defense Index of Specifications and Standards (DoDISS), and Department of Defense (DoD) directives and instructions, including active directives and instructions authored and approved by the DoD, the Secretary of the Navy (SecNav), the Chief of Naval Operations (OpNav), the Naval Air Systems Command (NAVAIR), Naval Sea Systems Command (NAVSEA), the Naval Supply Systems Command (NAVSUP) and the Space and Naval Warfare Command (SPAWAR) and shall be updated at least monthly. Access shall be for five concurrent users of the standards. (6) The American Society of Mechanical Engineers (ASME) International, including boiler & pressure vessel codes. Access shall be for two concurrent users of the standards. The Government intends to procure this service under the authority of 10 USC 2304(c)(1), as implemented by FAR 6.302-1. Information Handling Services (IHS), Englewood Colorado, is the only known source with the knowledge, experience and technical data necessary to provide the information data in the required format. Firms that recognize and provide this service are encouraged to identify themselves. See Note 22.
