Description
The United States Army Communication-Electronic Life Cycle Management Command intends to award a five year Time-and-Material, Indefinite Delivery Indefinite Quantity (IDIQ) contract on a sole source basis to Raytheon Company, Fullerton, CA. Authorit y for Other Than Full and Open Competition is 10 U.S.C. 2304 (c) (1) and FAR 6.302-1, Only One Responsible Source. The proposed action is for the requirements for Post Production Software Support (PPSS) for the Satellite Communications Set (SCS) and the D efense Satellite Communications System (DSCS) Electronic Counter-Counter Measures (ECCM) Communications Subsystem (DECS) and the Contingency DECS (CDECS) to the Satellite Communications (SATCOM) Systems functional area of the CE-LCMC SEC Battlespace System s Support Directorate (BSSD) at Fort Monmouth, New Jersey. Various support requirements include project management, software maintenance/enhancement, SEC support environment/facilities, contractor field service support, formal review requirements, require d deliverables, travel, equipment responsibilities and utilization, and Information Assurance guidance. Task Orders will be placed on a Time-and-Material basis for these various services. The Satellite Communications Set (SCS) applications assembly langua ge, microprocessors, and software development facility test bed were developed by, and are proprietary to, Raytheon. The Government does not possess A Technical Data Package (TDP) for the SCS. A solicitation will be posted to the Interactive Business Oppo rtunities Page (https://abop.monmouth.army.mil) on or about March 28, 2006.
