Description
The US Army Communications Electronics Life Cycle Management Command Acquisition Center  Washington intends to solicit and negotiate with Applied Research Associates ARA, Inc. on behalf of The US Army Research, Development and Engineering Command, C ommunications and Electronics Research, Development and Engineering Center, Night Vision and Electronic Sensors Directorate Humanitarian Demining Team, for the development of a Non-Explosive High-order Mine Neutralization System for Humanitarian Demining that shall neutralize any surface exposed mine by high-order with or without use of initiator, under the authority of FAR 6.302-1, Only One Responsible Source. The proposed mine neutralization technology is based on ARAs proven, proprietary solid-powder pyrotechnic formulations mixtures. The contractor shall perform the proposed work in eight tasks. The proposed tasks are directed to meet the primary requirement to neutralize surface exposed land mines by high-order with non-explosive mixtures which ca n be initiated with or without an electric cap detonator. The major effort will be to develop a non-explosive mixture device that is simple, reliable, safe, non-toxic, environmentally friendly and cheap. The contractor will be required to conduct an initia l formulation investigation and laboratory tests for sensitivity and handling procedures for available candidate materials; and a number of selected candidate formulations will be prepared and evaluated for both physical and chemical characteristics, such as particle size and particle surface, contaminants and sensitizers/desensitizers tested in the laboratory for undesired properties and/or other problems. The contractor will also conduct tests on selected formulations in various test setups which may inc lude steel, fiber-board, glass containers, and formulation compounds with binder, loosely pressed, slurry types or binary systems. The selected formulation will be instrumented to obtained detonation characterization and initiation requirements. The selec ted composition will be tested against surrogate live but unfuzed mines. The contractor will analyze and elucidate data for the system mechanism with feedback to ongoing development and field testing effort. The contractor will demonstrate against a selec ted surrogate unfuzed landmines using successful candidates formulation to the Government. The contractor will deliver 40 field-ready non-explosive devices to the Government for evaluation. The performance of the all tasks will be completed within 12 mon ths after contract award. All responsible sources may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all proposals received within 45 day s after date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Informati on received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. All offerors must be registered with the Central Contractor Registration in accordance with FAR 52.204-7 and DFARS 252.204-7004.
