- Description
- The Defense Threat Reduction Agency has identified a requirement for a contractor to operate and maintain the suite of Nuclear Weapons Effects Test Simulators located at the incumbent contractor’s facility in San Leandro, California or to provide an alternate means of providing these services. The current simulator set is used to test electronic and mechanical components and sub-assemblies with intense X-ray and gamma radiation to simulate the effects of a nuclear weapon. Test operations are conducted for weapons systems offices to their specifications and requirements. Sources are sought to identify firms capable of operating, maintaining, and providing test support for X-ray simulators. Applicants must demonstrate prior experience and knowledge in the skill areas required to properly and safely operate and maintain these systems. Candidates must demonstrate experience and expertise in the following areas: engineering and scientific understanding of large pulsed power systems, experience with radiation producing systems including intense X-ray and gamma ray sources, working knowledge of relevant Federal and state rules and regulations with regard to Safety and to Environmental Standards and Hazards, operation and maintenance of control and user Data Acquisition Systems and advanced diagnostic tools, and operation of a test facility. The requirement is to obtain the services necessary to operate, maintain, and provide test support for a suite of X-ray, Gamma-ray, and other ionizing radiation simulators. The contractor shall manage the contract and the execution of all tasks to include task planning, monitoring progress, cost management and reporting. The contract shall provide for the maintenance and operation of these X-ray test simulators in support of DoD and other government agencies’ nuclear weapons effects (NWE) system testing and research. This contract also provides customer support for preparing system testing; Environmental, Safety and Health activities; Configuration Control; reports; and other requirements associated with operating and maintaining the simulators. An indefinite-delivery-indefinite-quantity (IDIQ) task order type contract is contemplated to cover a basic ordering period of five years and one option ordering period of another 5 years. The applicable NAICS code is 541710: Research & Development in the Physical, Engineering, and Life Sciences. The Government reserves the right to award on a Sole-Source-Basis. Interested candidates would have to demonstrate how they would provide X-ray, Gamma-ray, and other ionizing radiation simulators and a facility to house them, in order to provide for required testing of electronic and mechanical components subject to high radiation. Interested candidates should provide a description of their plan for assuming management responsibility for these simulators without interrupting operational support for test customers and the DTRA R&D program and plans to acquire the necessary support facilities for the existing simulators or to provide a comparable set of machines. The government will fund contract implementation, but not facility and machine acquisition or relocation costs. Firms responding to this synopsis should provide experience in previous projects for specific relevant work completed or currently being performed including contract numbers, description of the work, points of contact, and phone numbers; professional qualifications and specific experience of personnel identified to perform the work; and any other pertinent information which would enable the government to assess your firm’s capabilities. Responding Firms must state whether they are a Small Business (SB), Small Disadvantaged Business (SDB), Woman-owned Small Business (WOSB), Historically Black College or University or Minority Institution (HBCU/MI), an 8(a) firm, a Native American firm, a HUB Zone firm, or a large business based on the size standard above. The government reserves the right to set this acquisition aside for HUB Zone firms, 8(a) firms, SBs, or HBCUs/MIs based on the responses received.
