- Part 1: Purpose The Development and Fielding Systems Group Personnel Systems Division (DFSG/PN) at Randolph Air Force Base (AFB), Texas, is evaluating various strategies to transform current Air Force Information Technology (IT) personnel requirements from various level-of-effort contracts to a single capability/performance based IT service contract in order to garner system efficiencies and realize cost savings. The service provider will be responsible to provide the technical, operational and maintenance services for Air Force Personnel IT systems services as well as hardware operations and maintenance. If the Government decides to contract for this effort at a later date with the issuance of an RFP to industry, the value of the resulting contract is estimated to be approximately $260 million for a period of 5 years. The Directorate of Contracting is soliciting interest and capability statements for a potential competitive acquisition from qualified contractors. The purpose of publicizing notices for potential actions is to increase competition, to broaden industry participation in meeting Government requirements, and to assist small businesses in general in obtaining contracts and subcontracts. This is not a Request for Proposal (RFP), but instead is a market research tool to determine the availability and adequacy of potential sources prior to issuing the RFP. This is a SOURCES SOUGHT SYNOPSIS. THERE IS NO SOLICITATION AVAILABLE AT THIS TIME. REQUESTS FOR A SOLICITATION WILL NOT RECEIVE A RESPONSE. The North American Industrial Classification System (NAICS) code 541511 applies. Firms responding to this announcement should indicate their business size for code 541511, particularly if they are a small business. If business size is transitioning to other than "small business" in the next 90 days, please indicate as such. Please note this sources sought notice is for planning purposes only and is not to be construed as a commitment by the Government. It is not the intention of the Government to enter into a contract based on this notice or to otherwise pay for information solicited. Part 2: Description of Requirements The scope of work contemplated under this effort could include the following activities and systems but is not limited to the: 1) Legacy Military MilPDS (Military Personnel Data System), MANPER-B, PRISM, WAPS and PC-III comprise the group referred to as Military Legacy Personnel Systems. MilPDS supports Total Force, to include AF Active Duty, Air National Guard, AF Reserve, and personnel that are discharged, deceased or retired. The system supports the full career life-cycle of the military components, supporting recruitment and accession of military personnel, education and training, career maintenance, separation and retirement, promotion and military utilization. The Promotion Recommendation and In-Board Support Management Information System (PRISM) provides automated support for all phases of officer (active duty, Reserve and Guard) central nomination, designation and selection board processing. The Weighted Airman Promotion System (WAPS) provides automated support for enlisted promotions including senior noncommissioned officer evaluation boards. The Personnel Concept III (PC-III) system is a distributed computer network designed to support commanders and their staffs. It provides administrative and personnel support to Commander Support Staffs and work centers in operational and support units. This effort will also include sustainment of web-based applications that allows Air Force members self-service capability through unique HR functionality. 2) Legacy Civilian These applications help to facilitate the notification process and arrangement for change of appointment (i.e. CAO), facilitate job search, vacancy announcement, employment application process ((i.e. Civilian Announcement Notification System (CANS), Resume Writer, Self Nomination)), provide a comprehensive decision support tool in selected civilian personnel business processes (i.e. Civilian Personnel Decision Support System (CPDSS), feature civilian career information online (i.e. Civilian Virtual Career Brief, CVCB), support all aspects of new employee in-processing (i.e. Civilian Virtual In-Processing , CVIP), provide capabilities for AF employees to conduct civilian benefits and entitlements business (i.e. Employee Benefit Information System, EBIS), maintain personnel emergency data (i.e. Emergency Data System, EMDS), provide capabilities to conduct selected civilian personnel services utilization of the telephone system (i.e. Interactive Voice Response System, IVRS), and provide electronic Official Personnel Files and an information management tool in support of the centralization of the AF Civilian Personnel Operations Directorate (i.e. Personnel Automated Records Information System, PARIS). 3) virtual Personnel Service Center (vPSC) The contractor shall provide support and future upgrades to vPSC which will be an integral component of Personnel Service Delivery, an initiative to transform business HR practices from predominately face-to-face contact to on-line tools and resources as well as expand existing contact centers. vPSC is under development today and will provide one-stop-shopping to airmen in a seamless, integrated fashion through web-enabled self-service functionality. vPSC will enable the migration of legacy systems applications that will not be subsumed by DIMHRS. vPSC will create the modernized information technology infrastructure necessary to enable cross-functional sharing of data. The most prominent of the Air Force unique Human Resources capabilities lie in the areas of training, promotions and assignments which includes the Chief of Staff's (CSAF) directed and evolving Force Development Program (new force management initiative/methodology) and a one-stop information and transactional capability integrating with DIMHRS, Defense Civilian Personnel Data System (DCPDS) and Air Force unique systems. The Personnel Service Delivery initiative is aimed at modernizing the way the Air Force does business with Total Force personnel and pay via centralization of processes and IT support. These continuing and merging capabilities are essential to the Air Force for its continuing personnel and pay mission of acquiring, training, developing, building, paying and employing people for their assigned jobs within the DoD. 4) Defense Integrated Military Human Resources System (DIMHRS) Transition from the current systems of record, MilPDS to the Defense Integrated Military Human Resources System (DIMHRS). The focus of this effort will include continued migration of data and functionality to DIMHRS or a modernized, sustainable platform, control of interfaces to ensure successful data exchange, as well as continued infrastructure support and upgrade to include the Enterprise Service Bus (ESB) being built as a part of vPSC. 5) Contact Center The Contact Center will provide Human Resource (HR) Customer Service Representatives (CSRs) and Active Duty Service Commitment (ADSC) Representatives to the Air Force Personnel Center (AFPC). Each CSR/ADSC representative will need an in-depth understanding of the Air Force personnel structure, programs, policies, procedures, and data systems in order to support. The overall mission is to leverage technology to execute and integrate personnel operations to support commanders, their people and personnel field activities. Hardware infrastructure consists of a Microsoft Windows XP operating system. Primary software applications consist of, but are not limited to: REMEDY and RightNow Web e-service Center; MilPDS (Oracle Version 7.3 or higher); ADSC's Retrieval Application Website (RAW) System; RightNow Web case management/knowledge management systems; Virtual military Personnel Flight (vMPF); Defense Joint Accounting Military System (DJMS); Personnel Concept III (PCIII); Form Flow/Jet Form/Information Management Tools; Air Force Officer Qualifying Test System (AFOQTS); Defense Clearance Investigations Index (DCII) and AFPC Intranet and Internet. 6) IT Service Requirements for IT service include: small computer customer support in all areas of hardware, software, application, and personal digital assistants. Tracking personnel data systems communication-computer acquisitions, services, obligations and liquidations. Operation LAN Support is required for research, analysis, design, development, documentation, and maintenance of personnel software databases and systems. Combat Related Special Compensation (CRSC). CRSC personnel oversee application processing, interfacing with the National Personnel Records Center, the Veterans Affairs and the Defense Finance and Accounting System for entitled compensation. The Active Duty Master Personnel Records Activity creates, updates, controls, maintains, transfers, and retires U.S. Air Force active duty Master Personnel records Group (MPerRGp) using the Automated Records Management System (ARMS). 7) Contractors will require a SECRET facility clearance. The contract will include a DD Form 254, Department of Defense Contract Security Classification Specification. Part 3: Business Information Interested parties are invited to provide the following information for your company/institution and for any teaming or joint venture partners: A.
