T-4 Tactical Tape Load NAVAIR Orlando Training Systems Division (NAVAIR) intends to satisfy its requirement by negotiating, on a sole source basis, a firm fixed price (FFP) contract, in accordance with FAR Part 15 to General Dynamics Network Systems, 3040 Williams Drive, Suite 200, Fairfax, VA 22031 to procure development of changes to existing software integration and modify such software integration of the T-4 Tactical Tape Load for the Foreign Military Sales (FMS) French E-2C Tactics Trainer, Device 15F8F (FS Case FR-P-SBI). The contracts anticipated period of performance is estimated 6 months. The T4 Tactical Tape Load is a subset of the J10 Tactical Load. General Dynamics recently developed the J10 Tactical Load and is the developer of the previous T3 Tactical Tape upgrade. General Dynamics has the required expertise and knowledge of the legacy systems Tactical Tape Loads to provide the integration of the T4 subset into the FMS device. With General Dynamics having extensive legacy Tactical Tape experience on the FMS Tactics Trainer coupled with completion of the J10 Upgrade, and access to the 15F8 development systems, General Dynamics is considered the only logical source that can meet the FMS schedule and technical requirements. General Dynamics is the only contractor that currently has the design and technical knowledge and access to accomplish the T4 Tactical Tape Upload, inclusive of legacy issues, for domestic testing and install/integration into the FMS device. Procurement of another design/development would not be cost effective for the government. This requirement will be procured in accordance with FAR 6.302-1, only one responsible source and no other supplies or services will satisfy agency requirements. This synopsis is issued to provide notice of our intent to award this effort on a sole source basis to General Dynamics; therefore, no solicitation will result from this announcement.
