- This Sources Sought Synopsis is seeking to identify potential contractors and is not a request for competitive proposals; therefore, responses to this notice are not considered offers and cannot be accepted by the Government to form a binding contract. This announcement is a market research tool being utilized by the Government to determine the availability of qualified and responsible contractors prior to issuing a solicitation. Companies that respond will not be paid for the information submitted. This synopsis does not constitute an Invitation for Bid or a Request for Proposal, nor should it be considered as a commitment on the part of the Government. All data received in response to this Sources Sought Notice marked or designated as corporate or proprietary information will be fully protected from release outside the Government. This follow-on requirement is for Technical Manual (TM) (meaning Technical Orders (TOs) and Flight Manuals (FMs)) updates for the C/KC-135 aircraft. The contractor would require access to C/KC-135 engineering drawings and technical data, which is proprietary to The Boeing Company. The Government does not have in its possession, nor does it own, the data developed by Boeing during manufacture of the aircraft. Proof of access to Original Equipment Manufacturer’s (OEM) engineering design data for the C/KC-135 aircraft is required with your response. The contractor must provide technical integration of data developed by Boeing on-going engineering, hardware, and modification contracts as well as data being procured under various other modification contracts by a variety of contractors. The contractor shall provide services to include technical writing, illustrating, research (insuring accuracy, adequacy, compatibility, completeness, and suitability for Air Force use to maintain technical integrity), analysis of modification data, evaluation of change requests, and evaluation of data necessary to develop, change, supplement or revise TMs. Completed work will be authored in SGML and delivered in form of direct image reproducible, photolithographic negatives, digital product (e.g. Postscript data, PDF data, IPDF data, XML) depending on government requirements. The contractor shall maintain complete data files for all T.O.s. After printing, reproduction media shall be returned to the contractor for storage, and to facilitate preparation of future changes or revisions and to support our other Air Force contracts, unless otherwise directed. The contractor must be capable of replacing all reproducible media in the event of a contractor facility or natural disaster of a terrorist attack at no cost to the government. Responses and proof of established agreements with Boeing pertaining to proprietary data are due NLT 16 Mar 2006.
