- The Umatilla Chemical Depot (UMCD) is engaged in storage and movement of chemical munitions and materials slated for demilitarization. To provide comprehensive occupational health services for government employees and minimize the occurrence of job- related health risks, illnesses and injuries, the U.S. Army has staffed, resourced, and maintained an Occupational Health Clinic at the UMCD. The government is now seeking to contract for these services with a qualified vendor. The objectives of the propos ed contract are to: (1) Provide occupational health services to approximately 400 eligible Department of Army civilian (DAC) employees, and 200 select contractor employees, which include but are not limited to: pre-placement, periodic job-related, and term ination examinations; potential chemical agent and/or other industrial contaminant exposure evaluations; respirator clearances; baseline and periodic monitoring/evaluation of employees in the heat stress prevention program; implementation of the hearing c onservation program (including DOEHRS-HC audiograms); implementation of the vision conservation program (including visual acuity screening and assessing the adequacy of visual correction with safety glasses or optical inserts); fitness for duty examination s; implementation of the Red Blood Cell Cholinesterase (RBC ChE) testing program; and initial medical treatment of on-the-job illnesses and injuries. These occupational health services shall be provided under the direction of a contract medical director ( CMD) who is board certified in occupational medicine, and an occupational health nurse with 3 to 5 years of occupational health experience, preferably supporting an Army chemical storage or disposal facility. The CMD shall also serve as the installation me dical advisor to the commander. (2) Train, staff, and equip a medical response team (MRT) with a MRT Leader (MRTL) and a number of personnel and skill sets to manage the patient load generated by the most probable event (MPE) for chemical operations. Team must be on-site during these operations. At least two members of the MRT will have demonstrated proficiency in advanced airway management techniques (NREMT-P skill level). The MRTL must be an appropriately trained, licensed and privileged physician. (3) Maintain approximately 600 DAC and contractor civilian employee medical records (CEMRs). (4) Maintain the storage and dispensing of medications. (5) Maintain, operate and equip one advanced life support (ALS) ambulance. (6) The contractor will develop an d implement a medical program to support the UMCD Chemical Personnel Reliability Program (CPRP) IAW AR 50-6. (8) Provide all industrial hygiene (IH) services necessary to support operations at UMCD. The estimated minimum staffing requirement is one occupat ional medicine physician, one physicians assistant, one occupational health nurse, one occupational health technician, one cholinesterase technician, one medical recording clerk, one clinic administrator, one health services liaison, twelve NREMT emergenc y medical technicians, one industrial hygienist, and one industrial hygiene technician for a total minimum staff level of twenty-two personal. The government will provide the necessary facilities and equipment including one advanced life support (ALS) ambu lance. Staffing of the clinic will be either 12 hours a day, 6 days a week OR 24 hours a day, 7 days a week.
