Description

The Office Evaluation, Office of the Director, National Institutes of Health (OE/OD/NIH) intends to negotiate on a sole source basis with Diane L. Buckley, 914 Pleasand Dr. Rockville, Md 20850. The North American Industry Classification System Code (NAICS) is 541611. To provide evaluation services to assist the OE in the conduct of the NIH evaluation set-aside program, particularly with respect to facilitating an evaluation of the NIH roadmap overall and evaluations of specific roadmap initiatives. This position requires someone with experience in evaluation design, data management, and statistical analysis and a familiarity with the NIH mission and it’s Roadmap initiative. In addition, the contractor will be required to provide the following services. 1. Shall advise on the design and development of the NIH Roadmap evaluations 2. Shall provide technical assistance for evaluations of individual NIH Roadmap initiatives 3. 4. Sall monitor roadmap activities progress through attending meetings of the Roadmap Implementation Coordination Council, the Roadmap Implementation Coordination Center Liaisons, and the Roadmap Project Teams 5. Shall oversee the process to secure appropriate contracts for NIH Roadmap initiatives including developing scopes, recruiting bids, negotiating terms and selecting firms. 6. Shall conduct technical reviews of evaluation proposals and comment on the proposals 7. Shall advise on NIH administrative and internal procedures as directed The period of performance is April 17 2006 through March 01, 2007. It is believed that Ms. Buckley is the only responsible source that can satisfy the government requirement due to her considerable specific expertise in the required areas, and she has led and coordinated the NIH Roadmap evaluation activities for the past two years. Her background experience and intimate knowledge of the OE/OD/NIH requirements make her qualified to perform the tasks required. The proposed contract action is for services for which the government intends to solicit and negotiate with only one source. Interested parties may identify their interest and capability to respond to the requirement or submit quotes. This notice of intent is not a request for competitive quotes. However, all quotes received within 15 days after publication on this synopsis will be considered by the Government. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
