Description
DESCRIPTION: THIS IS A COMBINED SYNOPSIS/SOLICITATION FOR COMMERCIAL ITEMS PREPARED IN ACCORDANCE WITH THE FORMAT IN FAR SUBPART 12.6-STREAMLINED PROCEDURES FOR EVALUATION AND SOLICITATION FOR COMMERCIAL ITEMS-AS SUPPLEMENTED WITH ADDITIONAL INFORMATION INCLUDED IN THIS NOTICE. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION; QUOTATIONS ARE BEING REQUESTED, AND A WRITTEN SOLICITATION DOCUMENT WILL NOT BE ISSUED. THIS SOLICITATION IS BEING ISSUED USING SIMPLIFIED ACQUISITION PROCEDURES. This solicitation is a Request for Quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 05-08. The associated North American Industrial Classification System (NAICS) code for this procurement is 334516 with a small business size standard of 500 employees. The acquisition is 100% set-aside for small business. This is a brand name or equal requirement. Brand name or equal description is intended to be descriptive, but not restrictive and is to indicate the quality and characteristic of products that will be considered satisfactory to meet the agency’s requirement. The National Institutes of Standards and Technology has a requirement for Two (2) Thermal Imagers. The cameras are required for field fire experiments in order to allow for additional data to be recorded and to provide additional safety awareness to detect hidden or unseen fires. LINE ITEM 0001: Quantity Two (2) each Thermal Imagers, ISG Thermal Systems, USA, Inc, Model # K1000 or equivalent, with all of the following required salient characteristics: 1. The Cameras shall be hand-held and portable allowing them to be passed from one firefighter to another within a firefighting environment of at least 300 degrees Fahrenheit, without doffing any articles of personal protective equipment. 2. The Cameras shall be equipped with an infrared imaging sensor in the 320 X 240 resolution format. 3. The Cameras shall incorporate a standard video output utilizing a BNC type connector to enable wired transmission to a remote location. 4. The Cameras shall withstand a minimum of 5 drops from a distance of 2 meters on to a concrete surface without sustaining any measurable degradation and operate as originally specified. 5. The Cameras shall not exceed dimensions: 6” x 7” x 5”. 6. The Cameras excluding the battery, shall weigh less than 3 pounds. 7. The direct temperature measurement capability incorporated into the Cameras shall be repeatable to +/- 1 degree Fahrenheit and shall have resolution of +/- 1 degree Fahrenheit. 8. The direct temperature measurement capability incorporated into the Cameras shall be capable of measuring temperatures in excess of 1,500 degrees Fahrenheit. Delivery shall be completed in accordance with the contractors commercial schedule. Delivery terms shall be FOB Destination. FOB Destination means the contractor shall pack and mark the shipment in conformance with carrier requirements, deliver the shipment in good order and condition to the point of delivery specified in the purchase order, be responsible for loss of and/or damage to the goods occurring before receipt and acceptance of the shipment by the consignee at the delivery point specified in the purchase order; and pay all charges to the specified point of delivery. Award shall be made to the quoter who meets all required technical specifications as determined by a review of documentation submitted in accordance with this solicitation and quotes the lowest price. Evaluation of Technical Capability shall be based on the information provided in the quotation. Quoters shall include the manufacturer or brand name, make and model of the products, manufacturer sales literature or other product literature which addresses all salient characterstics and clearly documents that the offered product meets or exceeds the specifications stated above and meet the needs of the Government in essentially, the same manner as the brand name.
