- The Federal Emergency Management Agency (FEMA) is authorized by the Robert T. Stafford Disaster Relief and Emergency Assistance Act, as amended (42 U.S.C. ??5121 et seq.)(Stafford Act), to provide assistance to applicants of Presidentially-declared disasters and emergencies. When the President declares a disaster, FEMA accepts applications from disaster victims for disaster assistance from the designated geographical areas via a toll-free telephone number. FEMA is responsible for the accurate and efficient routing and processing of fluctuating customer calls, where customer service representatives perform the call center supported registration process. In order to meet disaster surge requirements, private sector call center capability is being sought. This action seeks to establish private sector call centers with infrastructure and qualified and trained staff in place prior to the height of the 2006 Hurricane Season. These private sector call centers will maintain a state of readiness and be ready at the time of a disaster (a state of readiness) to immediately begin accepting applications from disaster victims for disaster assistance via a toll-free telephone number. The contractor will provide turnkey service of telephone representatives, equipment and technology systems that would be both compatible and effective in this environment, and facilities to support the disaster assistance application effort. FEMA intends to issue one or more, Performance Based, Fixed Price, Indefinite Delivery Indefinite Quantity type contract(s) based on full and open competition. Contract award will be based on best-value to the Government where technical merit is more important than cost/price. The estimated award date is June 1, 2006 for a base period of four (4) months and potentially four (4) option year periods. The Request for Proposal (RFP) will only be available on the Fedbizopps (FBO) web pages at http://www.fedbizopps.gov/. Prospective offerors are responsible for downloading the RFP and all attachments, if applicable. It is the responsibility of the offeror to monitor the Fedbizopps web page for the release of the solicitation and any amendments. The RFP should be available for downloading on/about fifteen (15) business days following publication of this announcement. Potential offerors that do not have the capability to download from FBO, may request, in writing, a copy of the solicitation, including any attachments, and amendments. Potential offerors making this request must include in their written request an adequate justification for not obtaining the solicitation via the Internet. Telephone requests will not be honored. Offerors are cautioned to include Solicitation number HSFEHQ-06-R-0031 on all documentation submitted in response to this requirement. Written technical proposals and business proposals will be required approximately 30 days following the RFP issue date. The North American Industry Classification System (NAICS) Code for this requirement is 56142; size standard $6,000,000.
