Description

The contractor will provide accounting and consulting services to: support the financial statements compilation process; assist in developing, documenting and implementing General Ledger (GL) review and analysis procedures on a monthly basis; assist the FSA and CCC in resolving audit findings, and prepare documented adjustments to revise the financial statements and footnotes; develop a series of standard USSGL accounting relationships; assist FSA and CCC in identifying, documenting and correcting errors/inefficiencies in the financial statement development process after the compilation is complete. While performing these tasks, the contractor will also assist FSA and CCC personnel in analyzing GL trial balance accounts and provide assistance with modifications, as needed, for FSA and CCC to conform to OMB Circular A-136. The Period of Performance is March 20, 2006- September 30, 2006. The USDA intends to award a Delivery order to IBM. Rationale for Award: The basis for this sole source request is predicated on the fact that IBM has already performed a significant amount of the work for USDA FMD FSA/CCC since May 2005. If IBM does not complete this effort the Government will incur a significant financial loss. Due to the learning curve necessarily experienced for a firm to garner the required working knowledge of the complexities of CCC financials. IBM?s staff have already acquired the necessary knowledge of FSA/CCC funding and expenditure streams that would assure FSA and CCC will meet statutory deadlines.
