Description
The Natural Resources Conservation Service in Tennessee is soliciting quotations for award of Blanket Purchase Agreement(s) (BPA) to small business sources capable of providing phase I archaeological surveys in Tennessee. The state has been divided into three zones and multiple awards are being considered. For planning purposes, the Government anticipates approximately 30 sites to be surveyed in the initial year. Services are being sought for a period of up to five years. A BPA does not obligate the Government to order or the vendor to furnish any articles of any quantity except to the extent that may be agreed upon in connection with individual transactions. Obligations are made at the time of actual orders. The archaeologist shall be qualified to work as a principal investigator per the requirements of the State of Tennessee Historic Preservation Officer. This is a 100 % set-aside for small Business and the small business size standard is $5 million. The work involves identification of cultural properties that are listed, or may meet the criteria for listing, in the National Register of Historic Places, evaluation of identified properties to assess their National Register Eligibility and recommendations regarding treatment options (avoidance, data recovery, etc.) for adverse effects (as defined by 36CFR part 800) to identified eligible cultural resources. The projects will be at various locations in Tennessee. NRCS will provide to the contractor information about each project, including a project description, engineering or project map, and topographic maps showing the anticipated Area of Potential Effect (APE). The contractor shall furnish the necessary personnel, equipment, power equipment, labor, materials, transportation, space and related support facilities to perform Phase 1 surveys, (identification and evaluation) archaeological surveys at sites of proposed projects assisted by NRCS. NRCS will use the results of these investigations to satisfy a portion of the compliance requirements under 1.) The National Historic Preservation Act, as implemented by the Advisory Council?s regulations 36CFR part 800; 2.) NRCS General Manual, Chapter 420, Part 401- Archaeological and Historic Properties (Cultural Resources); and 3.) related historic preservation requirements and procedures.
