- 1. Statement of Work: Request provide services of a Qualified Marine contractor to perform the following work: Provide and install Government Furnished one (1) each Allied Marine RHIB Davits on Port and Starboard side on 01 Level. The job needs to be performed as per attached Work Item as guidance. The contractor needs to ship check prior installation in presence of MSCREP. The drawing will be provided on request since I cannot attach with this Service Order. SEE ATTACHED Work Item 1.0 ABSTRACT This item describes the installation of two (2) rescue boats and associated davits. Additionally, this item describes the relocation of three (3), one (1) port and two (2) starboard, davit-launched liferaft stations to support the installation of the new rescue boats. 2.0 REFERENCES 2.1 MSC Drawing No. 8193545 ?Lifeboat/Rescue Boat Structural Modifications? 2.2 MSC Drawing No. 8193546 ?Lifeboat/Rescue Boat Electrical Modifications? 2.3 Allied Systems Drawing No. 52502 ?DC-8600CTS General Arrangement? 3.0 ITEM LOCATION/DESCRIPTION 3.1 Location/Quantity 3.1.1 Locations: 01 Level, port, between Frames 65-69 and 84-88; 01 Level, starboard, between Frames 77-84. 3.1.2 Quantity: see paragraph 4.1 3.2 Item Description/Manufacturer's Data 3.2.1 Material/Components, including specific quantities and manufacturer make and model numbers, necessary to accomplish work required by this work item, are shown on Reference 2.1 and 2.2. 3.2.2 Quantities are considered estimates. The contractor shall provide the exact quantities and additional material such as pipe fittings, weld material, cable hangers & tags etc., which are not included in Reference 2.1 or 2.2, in order to install a fully functional system to meet the requirements of the specification. 4.0 GOVERNMENT FURNISHED EQUIPMENT/MATERIAL/SERVICES 4.1 Two (2) Alexander Ryan BHR7 Rescue Boats 4.2 Two (2) Allied Systems DC-8600CTS Gravity Type Davits with associated winches and controllers 5.0 NOTES 5.1 The contractor and all subcontractors, regardless of tier, must consult the General Technical Requirements (GTR) to determine applicability to this work item. In performance of this work item, the contractor and all subcontractors regardless of tier must comply with the requirements of all applicable GTR?s. 5.2 The Contractor and all subcontractors, regardless of tier, are advised to review other work items under this contract to determine their effect on the work required under this work item. 5.3 All equipment to be installed as a result of this Work Item shall be Marine Grade and installed as per best maritime practice. 5.4 This item was written based on a shipcheck of the USNS COMFORT (T-AH 20) in Baltimore, MD. Verification shall occur before implementation of the work item. 5.5 In addition to the work described in this item, References 2.1 and 2.2 illustrate the removal of the existing #11 and #12 open-topped lifeboats from the Main Deck. The contractor shall note that only the work described in this item is to be performed. 5.6 Final locations of relocated davit-launched liferaft stations and newly installed rescue boat davits shall be approved by the MSCREP prior to relocation or installation. 6.0 QUALITY ASSURANCE REQUIREMENTS: None Additional 7.0 STATEMENT OF WORK REQUIRED 7.1 Arrangements/Outfitting 7.1.1 Removals a. Temporarily remove paneling, ceilings, and insulation as required to relocate foundations as required in 7.2.2.a. b. Temporarily remove paneling, ceilings, and insulation as required to install new underdeck stiffening as required in 7.2.3.a. 7.1.2 Relocations a. Relocate four (4) existing buoyant apparatus from 01 Level, port, Frame 87-88 to a location designated by the MSCREP. b. Relocate one (1) existing davit-launched liferaft station, including davit, liferafts, and liferaft stowage rack, located at 01 Level, port, Frame 86-87, to accommodate the davit-launched liferaft station relocated in Section 7.1.2.c. Use Ref. 2.1 as guidance. c. Relocate one (1) existing davit-launched liferaft station, including davit, liferafts, and liferaft stowage rack, from 01 Level, port, Frame 66-67 to 01 Level, port, Frame 85-86. Use Ref. 2.1 as guidance. d. Relocate two (2) existing davit-launched liferaft stations, including davits, liferafts, and liferaft stowage, from 01 Level, starboard, Frames 78-81 to 01 Level, starboard, Frames 81-84. Use Ref. 2.1 as guidance. e. Relocate existing Jacob?s Ladder, 01 Level port Frame 67, as required to install new rescue boat and davit in 7.1.3.a. Final location shall be approved by the MSCREP prior to relocation. 7.1.3 Installations a. Install one (1) new GFE rescue boat and davit complete in all respects, 01 Level, port, Frame 67, using Refs. 2.1 and 2.3 as guidance. b. Install one (1) new GFE rescue boat and davit complete in all respects, 01 Level starboard, Frame 80, using Refs. 2.1 and 2.3 as guidance. 7.1.4 Modifications a. Modify existing three-course handrail in way of the rescue boat systems installed in 7.1.3.a and 7.1.3.b. Handrails shall be removed in way of boat travel and re-routed around and inboard of the rescue boat system. At forward inboard corner of the re-routed handrails, a three-course chain opening, capable of being detached, shall be installed to permit ingress and egress to the rescue boat system. Use Ref. 2.1 as guidance. b. Replace existing handrails with a three-course chain opening, capable of being detatched, in way of the boarding areas for the davit-launched liferaft stations relocated in 7.1.2.b., 7.1.2.c., and 7.1.2.d. Use Ref. 2.1 as guidance. 7.2 Structural 7.2.1 Removals: None Additional 7.2.2 Relocations a. Relocate existing davit-launched liferaft station foundations and under-deck stiffening to support the relocations detailed in 7.1.2.b., 7.1.2.c., and 7.1.2.d. 7.2.3 Installations a. Install four (4) new 8 x ? FB as under-deck stiffening, 01 Level port and starboard, in way of new rescue boat davits installed in 7.1.3.a and 7.1.3.b. FB shall be aligned with the davit foundation. Use Ref. 2.1 as guidance. 7.2.4 Modifications: None Additional 7.3 Mechanical/Fluids: None Additional 7.4 Electrical 7.4.1 Removals: None Additional 7.4.2 Relocations: None Additional 7.4.3 Installations a. Install new 450v power panel, 01 Level, Passage 01-70-2. Use Ref. 2.2 as guidance. Final installation location shall be approved by MSCREP prior to installation. b. Install two (2) 450v 225AF/150AT circuit breakers in the power panel installed in 7.4.3.a. Use Ref. 2.2 as guidance. c. Install two (2) LSTSGU-150 cables between the existing 450v Main Switchboard and the power panel installed in 7.4.3.a. Use Ref. 2.2 as guidance. d. Install two (2), one (1) per motor controller, LSTSGU-100 cables between the port and starboard rescue boat motor controllers and the power panel installed in 7.4.3.a. Use Ref. 2.2 as guidance. e. Install new operator control stands for the rescue boat davits, 01 Level port and starboard, using Refs. 2.1 and 2.2 as guidance. Final Installation locations shall be approved by MSCREP prior to installation. 7.4.4 Modifications: None Additional 7.5 Electronics: None additional 7.6 Preparation of Drawings Prepare working drawings to accomplish all work required by this work item. 7.7 Inspection/Test 7.7.1 The contractor shall perform, on each of the new rescue boat systems and relocated davit-launched liferaft stations, all tests required to obtain USCG approval. The contractor shall be responsible for scheduling and coordinating the attendance of the USCG Marine Inspector. 7.7.2 MSCREP shall be provided with certificates for the wire rope used in the falls and copies of the Certificate of Test issued by the USCG Marine Inspector. 7.8 Painting Prepare, prime and paint all new and disturbed surfaces to match surrounding surfaces. 7.9 Marking Install nameplates, notices, and markings for all new and modified areas. 7.10 Manufacturer's Representative: None 8.0 GENERAL REQUIREMENTS: None additional Vessel Availability: Contractor must always keep in mind that USNS Mercy is a Hospital Ship and with exception of periodic 4-6 weeks Voyage repair periods, must be able to sail away to action within five (5) days when so ordered by Navy. Job needs to be started as soon as possible and EXPECT to complete prior March 27, 2006.
