- "This synopsis is being posted to both the Federal Business Opportunities(FBO) page located at http://www.eps.gov and the Navy Electronic Commerce on Line(NECO) site located at http://www.neco.navy.mil. While it is understood that FBO is the single point of entry for posting of synopsis and solicitations to the internet, NECO is the alternative in case FBO is unavailable. Please feel free to use either site to access information posted by the Navy Sea Systems Command." Use your email read notification feature to confirm the contract specialist's receipt of your registration. The government is not responsible for any undelivered e-mail transmissions. It's the requestor's responsibility to periodically check the IHDIV Contracts Division website for current status of solicitation and amendments. Once the solicitation has been issued on the Internet, the contract specialist will send an e-mail message to the registered requestors informing them that the solicitation is now available for downloading off the Internet. Copies of issued solicitations can only be obtained by downloading them from the IHDIV Contracts Division website at http://www.ih.navy.mil/contracts (copies of solicitations will not be e-mailed, faxed, mailed, or provided in person, these types of requests WILL NOT BE ACKNOWLEDGED.) Offerors and contractors may obtain information on registration and annual confirmation requirements by calling 1-888-227-2423, or via the Internet at http://ccr.edi.disa.mil. This requirement will be available for downloading from our website beginning approximately 1 May 2006. Prior to this date you will not be able to access this solicitation. NAVSEA, Indian Head has a requirement to provide system training through the development, modification, manufacturing, installation and site support, testing, training services, contractor maintenance and program management support for ground system trainers such as: table-top trainers, institutional manuaver training systems (i.e., Simulation Network XXI (SIMNET XXI)), air and ground convoy operational training sys tems and appended training systems (i.e., Abram Full-Crew Interactive Skills Trainer (AFIST XXI), Advanced Bradley Full-Crew Interactive Skills (ABFIST), Light Armored Vehicle Full-Crew Interactive Skills Trainer (LAVFIST), etc.), that are networked and share common operating environments and requirements. This will be a single award and will be a 100% Set-Aside for Small Business. The type of contract will be a performance-based Indefinite Delivery, Indefinite Quantity (IDIQ) Cost Plus Fixed Fee (CPFF) completion type contract with prospective performance based re-determination fee provisions. The period of performance shall be for 36 months, with provisions for two 12 month option periods. Task orders will be placed on the contract to identify specific work to be performed in accordance with the requirements in the Statement of Work. The delivery schedule is determined in each individual task order. This requirement will be awarded as a Best Value based on tradeoff! of price and other factors as setforth in the solicitation. The NAICS Code is 33339, Size Standard is 500 employees, the Federal Supply Class/Service Code is 6920.
