- The Naval Surface Warfare Center, Panama City, FL intends to award a sole source indefinite delivery / indefinite quantity contract to EDO Corporation, New York City, NY for engineering support services to develop a Very Shallow Water Mine Neutralization (VSW-MN) system based on a non-developmental (military off-the-shelf) neutralizer already deployed with the Fleet. The period of performance will be for five years from the date of award. This requirement is unsuitable for full and open competition for the following reason: This effort is being initiated as a result of a Defense Acquisition Challenge Program (DACP) proposal from EDO submitted to the DoD Comparative Testing Office (CTO) under Broad Agency Announcement (BAA) HQ0034-06-BAA-0001-DAC. The U.S. Navy has evaluated the proposal and determined that it has merit for funding. EDO is the U.S. original equipment manufacturer (OEM) for the AN/ASQ-232 MNS. The heart of this system, the SEAFOX neutralizer vehicle! and the console were originally developed by the German firm ATLAS ELEKTRONIK (ATLAS) as a subcontractor to Lockheed Martin Corporation under NAVSEA contract N00024-99-9-6311. As demonstrated by ATLAS ELEKTRONIK letter of 20 September 2005, ATLAS has negotiated an exclusive agreement with EDO to provide the essential customer interface, liaison and support to transition ATLAS technologies through subcontracts and licensing agreements. Thus, EDO is the only source in the U.S. that can provide direct access to those AN/ASQ-232 technologies required to successfully develop a VSW-MN capability. EDO is the only source possessing the expertise, internal technical data, equipment, and experienced personnel necessary to successfully provide the engineering support to accomplish this tasking. There are no other sources with the capability to satisfy this requirement without significant additional cost, schedule and technical risk to the Government.
