- This is a combined synopsis/solicitation for commercial items and is a 100% Small Business Set-Aside. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Solicitation No. N65236-06-R-0778 is issued as a RFP. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-07. The applicable NAICS Code is 335312 with a size standard of 1000 employees. The required estimated quantities of items are 12 each Tactical Quiet Generator systems in accordance with the below specifications, to include one day of Original Equipment Manufacturer training at the customer's facility and a twelve (12) month limited warranty, all certifications, operating instructions, mounting instructions, test procedures, test reports, final factory acceptance testing, manuals and warranty, 6 sync boxes, and 12 cables for the sync boxes. Option items include 12 Tactical Quiet Generator systems, 6 sync boxes, 12 cables for the sync boxes, a technician for an estimated 384 hours during the 12 month period of performance to provide on-site maintenance within a 72 hour response time, twenty four 3 phase 208V, 63 Amp AC output connectors, twelve 3 phase 208V, 100 Amp AC output connector, twelve 3 phase 208V, 100 Amp AC External Input connector, twelve Single Phase 230V, 50 Amp AC output connector, twelve 120V, 20 amp, 4 plug connector. All connectors shall be in accordance with the National Electrical Manufacturers Association (NEMA) PB2-2001 and the American National Standards Institute (ANSI) C37.16, C37.17 and C37.50. All equipment shall meet the Specification/Standard provided as an attachment and ones listed or the commercial equivalent for the ones listed. Delivery is FOB Destination with a required delivery of 4 generators, 2 sync boxes, four 15 feet cables to be delivered within 60 days after contract award, 2 generators, 1 sync box, two 15 feet cables to be delivered within 90 days after contract award. Remaining items will be delivered as ordered on individual Delivery Orders during the 12-month contract period of performance. The resulting contract will be an Indefinite Delivery Indefinite Quantity Firm Fixed Price type contract. Provision 52.212-1, Instructions to Offerors-Commerical Items, is hereby incorporated by reference. Offerors are to include a completed copy of provision FAR 52.212-3 Alt. I, Offeror Representations and Certifications- Commercial Items, and DFAR 252.212-7000 and 252,225-7000 with its offer. FAR Clause 52.212-4, Contract Terms and Conditions-Commercial Items, applies to this acquisition. FAR clause 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items, applies to this acquisition, including the following clauses: 52.203-6 (Alt. I), 52.204-7, 52.216-18, 52.216-22, 52.217-6 (Blank is completed with 5 days), 52.219-6, 52.219-8, 52.222-19, 52.222-21, 52.222-26, 52.222-35, 52.222-36, 52.222-37, 52.222-39, 52,223,-13 and 52.247-64. DFARS Clause 252.212-7001, Contract Terms and Conditions Required to Implement Statutes and Executive Orders Applicable to Defense Acquisitions of Commercial Items, applies to this acquisition; including the following clauses: 52.203-3, 252.205- 7000, 252.209-7001, 252.211-7003, 252.225-7001, 252.225-7012, 252.226- 7001, 252.227-7015, 252.227-7037, 252.232-7003, 252.243-7002, 252.247- 7023 and 252.247-7024. 52.212-2 Evaluation—Commercial Items (Jan 1999) (a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers and are listed in descending order of importance: Delivery Schedule Technical Specifications Past Performance Price The Delivery Schedule is the most important. Technical Specifications, Past Performance and Price are of equal importance. (b) Options. The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s). (c) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer's specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award. The contractor must indicate their ability to comply with the required delivery schedule and shall submit documentation that substantiates that the equipment they are proposing meets the specifications set forth to include product literature as applicable. The contractor shall provide the organizations name, a point of contact and phone number for three (3) current contracts (within the last 2 years) with a relevant cost of $200,000.00, where the delivery schedules were met. Award will be made to the Technically Acceptable Low Price offeror who can meet the Delivery Schedule. Any additional contract requirements or terms and conditions determined by the contracting officer to be necessary for this acquisition and consistent with customary commercial practices will be incorporated.
