Description

The Department of Homeland Security (DHS) intends to enter into negotiations on a sole source basis with CAMAG, Inc., 515 Cornelius Harnett Drive Wilmington, N.C. 28401. This is a sole source requirement to CAMAG, Inc. to develop a fully searchable ink library database for DHS needs. CAMAG will deliver a scalable and searchable digitized database that contains all relevant information pertaining to analysis of the government?s entire collection of writing inks, inkjet inks, and photocopy toners. The database will include a function that provides comprehensive search and reporting features with confidence levels based on individual queries. CAMAG will digitize the existing ink library of approximately 8,500 inks and provide system software and training materials to end users. CAMAG Corporation?s Principal Investigator (PI) for this effort has developed a prototype ink screening software system that is intellectual property of the CAMAG Corporation. This software was tailored specifically to meet the needs of DHS ink library users. The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. However, all notifications received within 15 days after date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. Respond NLT Thrusday March 30, 2006 5pm EST.
