Description
The USCG Engineering Logistics Center has a requirement for the following: 1) Failure Scene Investigation Training from April 4 thru April 7 2006 as specified below: (statement of work follows) The Maintenance Branch at Coast Guard Engineering Logistics Center (ELC 017), under Maintenance Logistics 21 (ML21), has the responsibility for implementation and management of a Coast Guard wide Condition Based Maintenance (CBM) program to effectively manage its naval engineering maintenance program. This program supports the goal of achieving a clearly delineated standardized maintenance program that is sustainable, and supports continuous improvement. The objective of this project plan is to establish procedures and guidelines for gathering information and conducting Root Cause Failure Analysis when mechanical malfunctions occur on Coast Guard equipment and systems. It is generally felt that by analyzing the most predominate and costly failures that increased reliability and cost avoidance can be achieved. ELC is tasked with organizing, training for and implementing this program. SCOPE: The contractor will conduct Failure Scene Investigation Training to MLCA personnel. This comprehensive 4 day hands-on workshop in analysis verification techniques provides the participants with the skills and knowledge to strategically obtain and interpret the data necessary to solve failure by demonstrating how different analytical tools are used to prove or disprove hypotheses. Upon completion of this course the participants will be able to develop thorough and accurate data collection strategies that will uncover the order and pattern that lead to failure. Participants will have the ability to recognize different failure patterns and mechanisms and determine what verification techniques are applicable in the context of an overall approach to Root Cause Failure Analysis. DELIVERABLES: The Training course shall cover the following topics: Rotor dynamics, NDT Techniques, Tribology, Fractology, Corrosion Types and Mechanisms , Human Performance Failure Developing Data Collection Strategies, Verification Techniques, Reviewing mechanical failures of fasteners, gears, shafts, bearings, belts, couplings, etc. Once the Failure Scene Investigator has determined the root cause(s) of the failure mechanism, he or she is then taught how to write a report that will accurately articulate his or her findings. The final report provides the necessary evidence to obtain the resources needed to implement solutions to proven root cause(s) - effectively convicting the criminal (failure). This advanced course is designed for field, technical and engineering personnel who are primarily responsible for determining the causes of equipment, process and human failures, or for providing input on failed parts and general data collection when failure occurs. PERIOD OF PERFORMANCE: The period of performance will be from April 4, 2006 through April 7, 2006. PLACE OF PERFORMANCE: The tasks included in this order shall be performed at facilities provided by the Coast Guard. TRAVEL: As part of this task, it is anticipated that local travel in the Norfolk/ Portsmouth, VA area will be required to conduct the training session. Travel to the cutters may be required for training SECURITY CLEARANCE: The work will not be classified. No security clearance is required. Release of information generated for the Coast Guard shall not be allowed without prior written consent of the Contracting Officer. (end of statement of work) It is the Government's belief that only Reliability Center, Inc. can provide this support. Concerns having the expertise and required capabilities to furnish the above service are invited to submit complete information discussing the same in duplicate within 5 days of this announcement. However, potential sources other than Reliability Center, Inc. desiring to furnish services are required to submit the following information: Data that the offered service has been satisfactorily provided to the government. This data must include sufficient information to allow the Coast Guard to evaluate the proposal relative to the above requirements. Concerns that respond to this notice must fully demonstrate the capability to accomplish the above and are to supply pertinent information in sufficient detail to demonstrate a bona fide capability to meet the requirements. This is a combined Synopsis/Solicitation for Commercial Items prepared in accordance with the format in subpart 12.6 of the FAR, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Quotation shall include the company Tax Information Number and DUNS Number. All responsible sources may submit a quotation, which if timely received, shall be considered by this agency.
