- SYNOPSIS/SOLICITATION IS AMENDED TO INCORPORATE SPECIFICATIONS BELOW. THEY WILL NOT UPLOADED AS A SEPARATE DOCUMENT. CONTRACTORS WHO ARE UNABLE TO CLEARLY READ SPECIFICATIONS OR DESIRE EMAIL COPIES OF THE SPECIFICATIONS AND NOAA STANDARD SPECIFICATIONS MUST REQUEST THEM VIA EMAIL TO MICHELE.A.MCCOY@NOAA.GOV PRIOR TO THE PRE-BID INSPECTION ON 3/31/06. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION; BIDS ARE BEING REQUESTED AND A WRITTEN SOLICITATION WILL NOT BE ISSUED. Solicitation number RFQ EASC EA133M-06-RQ-0331 is issued as a request for quotations. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 05-08. This procurement action is a 100% small business set-aside. The associated North American Industry Classification System (NAICS) code is 336611. A firm is a small business for the purpose of this requirement if it size standard is 1,000 employees. The National Oceanic and Atmospheric Administration (NOAA) require the following labor and material to (1) job to perform a top-end overhaul on the NOAA Ship Delaware II main engine in accordance with the following specification: 1. TOP-END OVERHAUL OF MAIN ENGINE 1.1 References (a) NOAA Standard Specification AMC-000-3C, AGeneral Requirements for Small Contract Ship Repairs@ (b) NOAA Standard Specification AMC-233-1A, AOverhaul of Diesel Engines@ 1.2 Government-Furnished Material 1.2.1 None 1.3 Requirements 1.3.1 All work is scheduled to be performed at NOAA??s Northeast Support Facility, 166 Water Street, Woods Hole, MA. All work shall be accomplished in accordance with Reference (a) 1.3.2 All modifications and repairs shall be accomplished in accordance with American Bureau of Shipping (ABS) Rules, maintaining the current ABS Classing. The NOAA Ship DELAWARE II is currently classed ?? AMS ?? A1 ACC. 1.3.3 Perform a top-end overhaul on main engine (1 total) in accordance with reference (b). NOTE: The contractor is responsible for removing and disposing of all fluids removed from the engine. 1.3.4 Renew the lube oil pumps, 2 total, (rebuilt), fuel oil pump, 1 total, (rebuilt). 1.3.5 Renew the fresh water pumps, 2 total, (rebuilt). This supersedes paragraph 3.3.3 on reference (b). All other items in reference (b), paragraph 3.3.3 shall be performed per the reference, i.e. air starter. The main engine on the Delaware II does not have aftercoolers. 1.3.6 Renew the lube oil cooler floating header seal. Renewing the header seal will require all four flanges on the cooler to be unbolted and the cooler angled to allow the tube bundle to be removed. Renew all flange gaskets upon reinstallation of the cooler. 1.4 Quality Assurance 1.4.1 As required by references (a) and (b). 1.5 Notes 1.5.1 Main engine nameplate data: a. Manufacturer ?V EMD Model Number ?V LL-12-567-C Serial Number ?V 65-D1-1025 1.5.2 The main engine lube oil is MobilGuard 450 NC. Two hundred (200) gallons will be required for each of the two required oil changes per reference (b). This includes blowing down all oil lines and filters. The ship has no means of pumping the lube oil out of the main engine sump. A waste oil truck or a contractor supplied pump and barrels will be required for both oil changes. 1.5.3 The ship shall supply and install the corrosion inhibitor in the cooling system. 1.5.4 The ships ABS identification number is as follows: a. NOAA Ship DELAWARE II - ABS ID# 6801733 END OF SPECIFICATION There is a pre-bid inspection scheduled for 3/31/06 at 9:00 a.m. to be held at the NOAA Ship Delaware II, 166 Water Street, Woods Hole, MA 02543. Period of Performance of work is 5/8/06 to 5/19/06. Interested persons shall provide documentation that demonstrates capability and compatibility to provide items above. Information received will be considered by the Government for compatibility and capability. Quotes shall be FOB Destination. The provision at 52.212-1, Instructions to Offerors_Commercial applies to this acquisition and there are no addenda to this provision. Bidders shall include a completed copy of the provision at 52.212-3, Offeror Representations and Certifications_Commercial Items, with its offer. Contractors shall refer to www.arnet.gov to obtain a copy of required 52.212-3, Representations and Certifications. Commercial Items. FAR clause 52.212-4, Contract Terms and Conditions_Commercial Items, applies to this acquisition and there are no addenda to this provision.
