The United States Government, represented by the Department of State, is seeking proposals (Standard Form 171's or OF 612?s) from U.S. citizens interested in providing the PSC services described in the attached. PERIOD OF PERFORMANCE: June 2006 - June 2007 7. PLACE OF PERFORMANCE: Lima, Peru 8. JOB DESCRIPTION: See below I. - STATEMENT OF DUTIES I. - STATEMENT OF DUTIES A.1. GENERAL STATEMENT OF THE PURPOSE OF THIS CONTRACT AND RESPONSIBILITIES OF THE CONTRACTOR The purpose of this personal services contract aviation advisor position is to support the Narcotics Affairs Section (NAS) at the American Embassy in Lima, Peru, in the design and implmentation of the bilateral U.S. government and Government of Peru (GOP) international narcotics control project. The incumbent is expected to provide guidance and advice on both technical aviation matters as well as more general programmatic issues associated with the goal of enhancing Peru's drug enforcement abilities while drawing upon U.S. funded as well as GOP aviation assets. 2. Statement of work to be performed: A. Implement and oversee execution of operations and Maintenance training programs providing bilateral aviation Support to GOP law enforcement, coca eradication or other Counternarcotics programs or activities. The Aviation Advisor shall assist in the development, design and Implementation of NAS/INL aviation projects, exercising Project oversight functions as instructed by the NAS Director and the Senior Aviation Advisor. B. Serve as NAS liaison with State Department contractor Crews flying and maintaining the INL/A B1900d logistics Support aircraft, C-208 utility aircraft and Peruvian air force C-26s. Provide administrative coordination, supervision, and oversight of transport operations. Ensure cargo loading and manifesting are safe and in compliance with INL/GOP directives. Review contractor flight operations procedures, and monitor contractor pilot proficiency. Submit periodic written evaluations of the contractor's activities to the Senior Aviation Advisor for consideration in the preparation of the monthly award fee evaluation. C. Evaluate host country and civilian contract aircraft For safety of flight when providing airlift support to NAS/INL funded operations. Also evaluate landing strips, landing zones, and helipads suitability for fixed wing and helicopter operations. Evaluate facilities to support air operations at forward operating locations. D. As required, provide advice and coordination on Operations and matters pertaining to aviation maintenance Field support; provide on-going oversight to Peruvian air force?s counter narcotics C-26 air squadron. Evaluate air police pilots who have been trained under the auspices of The program and make recommendations for future training Initiatives. E. Under the direction of the NAS field coordinator (EFC), Assist in the coordination and monitoring of all NAS and INL/A sponsored activities in support of Peruvian Counternarcotics operations (at base and forward deployed Locations). Serves as the EFC in Pucallpa (and the NAS Aviation operations coordinator at other forward operating Sites east of the Andes) for oversight and supervision of Counternarcotics aviation activities or other Counternarcotics programs under the bilateral aviation Program. F. Prepare aviation-related reports and assist in project Budget formulation and program planning. G. Coordinate with other agencies within the country team, GOP, and regionally regarding planning of programs. Schedule and de-conflict NAS/INL support flight activities And requirements as directed by the NAS director or Senior Aviation Advisor. H. Assist in defining aviation procurement requirements, And in preparing related procurement documentation. I. Brief State Department, Congressional, and other Visiting officials on the status of U.S. host country Aviation projects. Assist in developing appropriate Itineraries and escorting official travelers as directed by The NAS director, or Senior Aviation Advisor. J. Assist in the continuing oversight of pilots trained Under the bilateral program, and end use monitoring of Aviation commodities which have been funded by the U.S. as Necessary, conduct field surveys, evaluations and special Requirement studies. K. Perform flight instruction or evaluation duties to aviation pilots if designated, act as pilot in command in the B1900d if required. Maintain currency iaw INL/A published directives in designated aircraft if required. ARTICLE II: KNOWLEDGE AND SKILLS REQUIRED/DESIRED: A. Bachelor's degree from an accredited institution, or equivalent (i.e., associates degree with five years related experience, or ten years of related experience in the military, law enforcement, international development, international affairs, or public administration). B. Must be a U.S. citizen, subject to State Department Security clearance. Current or former national agency check Desired. C. FAA commercial fixed wing pilot rating Required. Advanced aeronautical ratings and instructor Pilot experience are desired. Airframe and power plant Mechanic's license highly desired. D. Mid to senior level management experience in office Procedures and general business management required. Must Be capable of performing, on a rotating basis, the duties Of the embassy field coordinator at the main forward Operating base in Pucallpa. E. Three years of relevant aviation experience, including Aviation operations management and aircrew training is Required. Technical aviation maintenance and maintenance Management experience are desired. F. Spanish language fluency at the 3/3 level is required. G. Knowledge of and skill in using information technology And management systems required. Computer skills should Include word processing and spreadsheet applications. Data Base management, internet web services, and multi-source e- Mail skills desired. H. Must be physically qualified to live in Peru and willing To engage in frequent in-country travel to remote Locations. The work is both physical and sedentary in Nature and involves activity at both the main and field Locations in addition to the Lima airport and embassy Offices. Incumbent must complete and pass annually an FAA Second class medical examination. Incumbent must be able To independntly perform fieldwork in remote areas for Extended periods without on-the-ground supervision. I. Knowledge of embassy organization and the complexities of interrelated activities, as well as familiarty with Program, organization, and operation of other usg elements Involved in counternarcotics programs, particularly the Military, is strongly desired. J. Knowledge of the political, economic, legal and military Environment of peru and regional factors affecting Counternarcotics programs is desired. K. Familiarity with U.S. and Latin-America counter Narcotics operations desired. ARTICLE III: RELATIONSHIPS Supervision: The Aviation Advisor shall work under the NAS-INL/A Senior Aviation Advisor, who shall be designated the contracting officer's representative (COR). Assignments are given in terms of broad general objectives within the context of standard operating procedures and aviation program goals. Incumbent must use good judgment in planning work to achieve specific tasks and objectives. The advisor informs supervisors of problem areas and presents recommended solutions. The advisor has authority to address problems and constraints in program areas. Supervision exercised: the Aviation Advisor directly Oversees field operations and advises host nation personnel And USG contractors, but does not directly supervise Contractor employees or Peruvian National Police personnel. Guidelines: Guidance is provided from State Department and Administration policy and directives and operating Procedures regarding U.S. international narcotics control Matters. Since these guidelines provide only broad Guidance, originality, resourcefulness and ingenuity are Required to interpret, adapt and apply them to complex Program needs and situations. With approval by supervisors Incumbent may initiate new or modify procedures in Accordance with aviation program strategy and plan. Complexity: Assignments involve organizations, operations And functions of significant complexity with interrelated Programs of both the USG and the GOP in a complex International environment. Scope and effectiveness: Assignments or objectives sought Will involve extensive analysis and investigation to detect And resolve problems and will affect several interrelated Programs and impact on the efficiency and effectiveness of Future international narcotics control operations and Programs. Work environment: The work is primarily conducted in an Office, aircraft, or aircraft hanger. Frequent travel and temporary living at austere field operating locations is required. The incumbent will travel to locations in the tropics or to mountainous, high altitude terrain, which involves significant physical exertion. Some field sites have been declared hazardous duty locations due to hostile activities of the narco-traffickers and subversive elements and therefore pose significant risk to the incumbent while at these sites. Personal contacts: the Aviation Advisor is expected to maintain close working relationships with all levels of the PNP, Air Police and other GOP entities and with USG personnel of various agencies. Purpose of contacts: the Aviation Advisor serves as the NAS representative in the field on assigned programs. He/she provides advice and guidance on plans and proposals, Investigates incidents and changes in program operations, And reports on meetings and program developments. Contacts Often require persuasion, diplomacy and cooperative Relationships. Relationships: The incumbent reports to the NAS Senior Aviation Advisor, who will act as the contracting officer's representative (COR). The contract administrator shall be the INL contracting officer. The COR is delegated the authority to act for the Contracting officer in matters concerning technical Clarification, inspection, and after concurrence by the Contracting officer, acceptance of contractor performance Under the contract, including acceptance of progress Reports, when appropriate. The COR will coordinate all Work with the aviation advisor and review performance at Regular intervals. In no instance, however, shall the COR be authorized to Alter or modify the specifications or the contract terms or The conditions or waive the government's requirements, Price delivery, or other terms and conditions. The Contracting officer must authorize all contract changes in Writing. ARTICLE IV: REPORTS REQUIREMENTS/DISTRIBUTIONS The Aviation Advisor shall prepare and submit two copies (NAS and INL/LP) of the following reports: A. A monthly status of activities report concerning Aviation project activities. B. Special reports as requested. C. A "completion of assignment report" which shall be a Comprehensive review of the projects in which the Aviation Advisor was involved. The report shall include a critique of and recommendations for the various projects. The completion of assignment report is due no later than 15 Days prior to the expiration of the contract. ARTICLE V: EVALUATION CRITERIA 1. Minimum qualifications, education, skills, and Experience required. -U.S. citizen, eligible for a State Department security Clearance. -Bachelor's degree from an accredited institution, or equivalent (i.e., associates degree with five years related experience, or ten years of related experience in the military, law enforcement, international development, international affairs, or public administration). -FAA airplane commercial pilot rated with A minimum of 1500 hours previous total flying time. Advanced aeronautical ratings such as CFI, CFII, MEI, ATP are highly desirable. Flight experience in Beech 1900 D or equivalent. -3/3 Spanish language proficiency. -Basic office and computer skills needed to use information Technology and management systems required. Computer Skills should include word processing and spreadsheet Applications. -Mid to senior level management experience in office Procedures with three years of relevant aviation operations Management experience. Evaluation factors: Factor 1. Ability to plan and analyze international Counter-narcotics aviation operations and logistic support Programs. These duties require application of sound Operations management and specialized logistics expertise. Changes in legislation and national strategy, coupled with Foreign political uncertainties sometimes complicate plans. Aviation advisor must cope with such diverse factors as Foreign assistance legislation, bilateral agreements, U.S. Policy, available U.S. government aircraft support, and Private sector aviation support. Factor 2. Understanding of aviation program management Practices, procurement regulations and guidelines, and Program development, execution and monitoring. Factor 3. Demonstrated ability to grasp complex aviation Program management issues, which include, but are not Limited to: fixed and rotary wing operations; aerial survey And reconnaissance operations; supporting logistics; Maintenance programs involving diverse aircraft types; Quality control discipline; and integration of complex Deployment schedules. Factor 4. Knowledge of FAA, DOD, and ICAO operations and Federal acquisition regulations pertaining to procurement Support and aviation contract management. Factor 5. Offeror's aeronautical qualifications and flight Experience. Factor 6. Ability to evaluate maintenance management Procedures, record keeping, and frequency of required Inspections. Factor 7. Basic knowledge of aircraft technical repair Procedures. Factor 8. Familiarity with U.S. and Latin-America counter Narcotics operations. Factor 9. Previous experience in working with host nation armed forces or police. Factor 10 Previous experience in working with the embassy and country team Factor 11. (Past Performance). Offeror?s previous experience and quality of performance. (Evaluator may use all evaluation information available at the time of the evaluation, whether provided by the applicant or obtained from references). IV. COMPENSATION: Compensation for the position will be negotiated as follows: Level of experience will dictate the salary level within the grade range. Entry level salary will normally be at the first step of the grade range for the position. However, consideration will be given to the successful applicant?s experience that is specifically relevant to the position to be filled. Number of years of relevant experience will determine at what step within the grade range the successful applicant will be compensated.
