- Product Manager, Test Measurement and Diagnostic Equipment (PM TMDE), Foreign Military Sales (FMS) Support Office is in search of a partner in the processing of Higher Level Support (HLS) shipments from our foreign military customers. HLS shipments, by definition, are a task that provides complete calibration and/or repair services for FMS Customers. HLS includes the receipt, inventory, tracking, shipping, calibration/repair, and quality assurance for work performed for anywhere from 1 to 200 pieces o f TMDE. The PM TMDE, FMS Support Office would like to find a partner to receive, process, and return these shipments to the customer, all the while keeping the FMS Support Office updated as to the status and progress of these HLS shipments. The processes required to accomplish this task is as follows: " Receive the HLS shipments from the foreign customers. " Unpack and inventory the shipment; being sure to reconcile the inventory with the shipping documentation. " Have all of the equipment calibrated, or repaired if required, at ISO 9000 certified and Z540 compliant calibration laboratories. " Receive equipment back from calibration laboratories, and store until full HLS shipment is ready to ship. " Inventory and pack equipment for overseas shipment. " Contact the customers freight forwarder for pick up of the HLS shipment. Many different kinds of documentation shall be required out of this process: " As received inventory. " Calibration labels affixed to each piece of TMDE. To include the following information: model number, serial number, unique calibration number, date of calibration, and date of next calibration. " Calibration Test reports shall be provided for each piece of TMDE-no exceptions-each report shall be compliant with Z540 standards for calibration reports. All reports shall also display the ISO 9000 certification seal and certification number for the ca libration laboratory. " Final return shipment inventory. " U.S. Government forms required to make the shipment available for pick up by foreign customers freight forwarder, examples of this documentation are form DD1149, and Notice of Availability (NOA), others maybe required if the current shipping process chan ges. The point of contact (POC) at the PM TMDE FMS Support Office shall require the following notifications and status reports to monitor the progress of the HLS shipments: " Contact the POC upon receipt of a HLS shipment. " Notify the POC of any discrepancies in the inventories. " Provide the POC with weekly status updates of each HLS shipment. " Notify the POC if any piece of TMDE can not be calibrated or repaired. " Provide the POC with copies of each ISO 9000 certified calibration report. " Provide the POC with copies of each U.S. Government required form.
