- UPDATED REQUEST FOR QUOTATION SYNOPSIS Availability of solicitations, FAR 5.102(d) applies, as our office no longer issues solicitations or amendments in paper form. Offeror should register to receive notification of this solicitation or solicitation amendments. Copies of this solicitation can be found on the DLA Procurement Gateway at http://progate.daps.dla.mil/home AFTER Nov. 2 2005. From the Gateway homepage, select "Search RFPs" from the left-hand sidebar. Then choose the RFP you wish to view. You must be registered in order to download RFPs. If you are not, you will be directed to register at time of download. In order to ensure e-mail notification of RFPs, prospective vendors MUST go to the RFP Information page and select DSCP Clothing & Textiles (C&T) as the commodity center from which notices will be sent. Important Note on Foreign Content The Defense appropriations and authorization acts and other statutes (including what is commonly referred to as ?The Berry Amendment? impose restrictions on the DoD?s acquisition of foreign products and services. Generally, Clothing and Textile items (as defined in DFARS clause 252.225-7012) and ?specialty metals? (as defined in DFARS clause 252.225-7014) must be grown, reprocessed, reused, melted or produced in the United States, its possessions or Puerto Rico, unless one of the DFARS 225.7002-2 exceptions applies. The applicable NSNs for this procurement are 8410-01-375-5405(s). This is for the purchase of Coat, Wmn?s, Poly/Wool Gabardine Blue Shade 3346. The purchase description is MIL-C-29628 dated 2 Jul 91, Amdt 1 dtd 1 Feb 98, and Pattern date 16 Jul 98. This solicitation will be issued as a Total Small Business Set-Aside that will result in a Firm Fixed Price contract. This Best Value will use Source selection procedures utilizing following evaluation factors in descending order of importance: Product demonstration Model (PDM), Experience/Past Performance, and DLA Mentoring. The purchase quantity is Minimum Quantity of 6,036 each, Maximum Quantity of 10,056 each for the Base Year with a Minimum Quantity of 6,036, Maximum Quantity of 13,980 for each of four Options. The Production Leadtime is 120 days for destination New Cumberland, PA. All materials used in the fabrication of the end item are to be furnished by the contractor with the exception of the basic cloth (Cloth, Wool, Gabardine Blue Shade 3346 -60?), which will be provided as GFM. The GFM price is $16.29 Reference Numbered Notes 1, 9. and 26.
