- RE060680060000 6810-00-559-3261 IQC, Fixed-Price w/EPA Solicitation number: SP0406-06-R-1664 This solicitation is for NSN: 6810-00-559-3261- Lithium Hydroxide, Technial ? QPL Applies ? unit can (canister) shall contain 6.3 LB minimum to 6.5 LB maximum net weight. Shipping name is Lithium Hydroxide, Monohydrate Class 8, UN 2680, PG II. This is IAW SPEC NR MIL-L-20213E(SH) BASIC DTD 06/18/80. The following exceptions are taken to MIL-C-21004B Dated 22 Dec 83 and AMD 2 Dated 6 Dec 91: (1) Paragraph 3.7 delete the use and emergency use instruction in their entirety & (2) Paragraph 3.7 delete the caution statement in its entirety and substitute the following: ?Caution: the carbon dioxide absorbent may cause severe burns on contact with skin, eyes, or breathing passages. Avoid inhalation of lithium hydroxide dust. In the event of skin or eye contact flush with water for 20 minutes. Seek medical attention after skin, eye or inhalation contact.? Direct access to defense and federal specifications, standards, and related standardization documents is available on the Internet via http://assist.dapsmil or http://www.dodssp.daps.mil. Solicitation will be issued as an Indefinite Quantity Contract, Fixed Price w/ EPA with one 12-month base year plus two 12-month option years. Solicitation will not contain progress payments. There are no Surge & Sustainment requirements for this NSN. Pricing will be based on the Estimated Annual Demand (EAD) Quantity which is 3500 for the base and option years. The Guaranteed Minimum Quantity (Base Year Only) is 875. The Maximum Contract Quantity is 7000 (Base year) & 5250 (Option years). The Minimum/Maximum per order for the base and option years is 875 / 3500. Solicitation will be issued as a 100% small business set-aside. This is not a commercial item. FOB is Destination. Inspection/Acceptance is at Destination. QAP 010 applies. MSDS and OSHA Hazard Warning Label are required. Quantity Variance is plus 5% or minus 5%. Required delivery is 30 days ARO. Automated Best Value System (ABVS) applies. The final contract award decision may be based upon a combination of price, past performance, and other evaluation factors as described in the solicitation. Stock delivery will be to Richmond, VA (SRG) and Tracy, California (AQ5). This item is a Critical Application Item, but is not a Critical Safety Item (CSI). Synopsis on Fed Biz Ops will occur on March 16, 2006. The solicitation will be issued on April 3, 2006 with a closing date of May 3, 2006.
