- The NATO Public Diplomacy Division has decided to digitize its photography collection in order to enhance its value and make it available to the public via the Internet. The project leaders at NATO shall be the Internet Service Coordinator and the Librarian (Management Support Section of the Public Diplomacy Division). The number of sets of negatives (and corresponding plates) is 18,401. Each of these plates can hold 4 to 36 exposures. At an average of 24 exposures per plate, the total number of exposures could come to 441,600. The number of slides is estimated at 25,000. The number of internegatives is estimated at 5,000. The slides and negatives are mostly in 35 mm format. There are some in 120 mm format, however. The reference of the Call for Bids is 2006/07. The U.S. Department of Commerce will be using the reference CFB-PDD-2006-07. SITE VISIT A mandatory site visit is scheduled for 21 April 2006 at 10 a.m. All potential bidders must confirm their participation in the site visit by faxing Mr. Yves Schendel at 011-32-2-707-49-27 no later than 14 April 2006, with the last name, first name, date of birth, and nationality for each person who will be going on the visit for the purpose of arranging access to the site for them. The meeting point is the main entrance hall at NATO Headquarters. (Walk in via the main gate by the flags.) Bidders shall submit any technical questions they may have 5 working days before the site visit so that NATO can respond to them at the site visit. There will be no question-and-answer session in addition to the site visit. SCOPE OF PROJECT The work must be completed over a maximum period of 15 months from the time the production line is assembled. The contract shall be paid by quarterly period of work completed. The contractor shall be responsible for the following jobs: - Black and white or color digitization, depending on the documents, negatives, slides, and internegatives - Color, density, and contrast correction - Naming of the files according to NATO specifications - Quality control of all requested work - Back-up of all files The contractor shall perform these jobs at NATO. NATO shall provide office space. The contractor shall set up the tools and provide the staff needed for full completion of the project. The person(s) delegated to the Headquarters for that work must have professional fluency in English or French. The documents shall be prepared for digitization (dusting, conditioning) in accordance with the specifications defined by NATO or by the contractor. No image identification work is requested apart from file naming and physical preparation of the documents. NATO would like to stress the importance of document identification throughout the entire process so that the digital image can be unambiguously identified with its original. Bidders shall therefore detail their working methods in this area, from document proportion to file naming.
