Description
THIS IS AN INTENT TO SOLE SOURCE ANNOUNCEMENT PURSUANT TO FAR 6.302-1. THIS CONSTITUTES THE ONLY WRITTEN NOTICE, NO OTHER NOTICE OR SOLICITATION SHALL BE ISSUED AS A RESULT OF THIS NOTICE. The Census Bureau requires an interactive software application that has the functional capability to: 1)interface with Oracle?s Topology Data Model, 2) view and edit/update the redesigned MAF/TIGER database and 3) allow for customization through an easy to use Application Programming Interface (API). The contractor shall provide an enterprise site license covering up to 60 CPUs for a commercial-off-the-shelf (COTS) software application that has the ability to interface with Oracle Topology Data Model and perform the interactive update and viewing functions necessary for the new MAF/TIGER system and include 1 year of Standard Maintenance and Support, including the following:Download the latest software update; Download software maintenance releases;Log software problems on-line;Download software patches (bug fixes);Access to on-line support knowledge database;Download updated documentation In addition, the update application must be able to be customized to provide functionality that is unique to Census Bureau update operations and that implement Census Bureau specific business rules. The MAF/TIGER system will run on Egenera blade servers in the Bowie Computing Center. These servers will be spread across three tiers: a database tier, a middle tier, and a client tier. The view and editing/update software will run on the middle tier, with the Oracle Application Server. This middle tier will consist primarily of 2-way blade servers, running dual-core AMD chips. In order to cover the needs of the MAF/TIGER project, including servers for development, testing, and production, a maximum of 30 2-way blade servers will be needed. This would comprise a total of 60 dual-core CPU?s. Requirement System Functionality - The offeror shall provide perpetual licenses that will support the interactive update application for the MAF/TIGER system Provide web-based data editing directly to an Oracle Spatial database Support for the Oracle Topology Data Model Use the Oracle API for topological primitive and feature editing Support for hierarchical features Support for all of the topology improvements made by Oracle to the 10g topology model in Oracle 10g release 2, including: -AddLinearFeature for the addition of linear geometries and automated topological maintenance- AddPolygonal for the addition of polygonal geometries and automated topological maintenance-Topology Collections for multiple feature types in a single feature table-API for client/ application server/database interrogation that simplifies traffic to and from the J2EE server-API to customize and add specific business logic and rules to the standard out of the box application-Support for atomic operation implementation on the server and client side with a single class implementation -Interfaces for client/server communication and interrogation-Keyin Manager to publish new functions in a seamless manner-Support for the new Oracle MapViewer 10g including topology and feature publishing on the internet -GeoRaster support through the MapViewer 10g API -Rendering capabilities with SDOVIS for MapViewer 10g-Support for the new Map definition tool with data loading capabilities including GeoRaster -Extensible Topology -Support for the use of third party extended topology models -A rules engine for the topology model The period of performance shall be one year from the date of award with option for maintenance and license renewal. The government anticipates awarding a firm fixed price contract using FAR 15 Negotiated Competitive Procurement procedures. Interested parties may submit information in accordance with this announcement, which may or may not be considered, within 15 days of the posting of this announcement. As a result of analyzing responses to this synopsis of intent, the Contracting Officer may determine that the action may be competed. A determination by the Government not to compete this requirement based upon responses to this notice is solely within the discretion of the Government.
