Description
The Food and Drug Administration (FDA) has a requirement for administration of a Research Fellowship Program. This Fellowship Program is designed to: 1) provide opportunities for early career public health professionals to further their professional development by conducting independent or collaborative research relevant to FDA Programs; 2) provide training and education opportunities for faculty, Fellows, and health professionals in medical, biological, chemical, epidemiological, pharmacoepidemiologic, toxicological, mathematical/statistical, physics, or related sciences, engineering and related disciplines in practical research or regulatory assessment; 3) to expose early career public health professionals and other health professionals in many disciplines to the unique science-based issues in medical product development, evaluation and review with the goal of stimulating new advances and tools in this area; and 4) provide an opportunity for those early career public health professionals who successfully complete the Research Fellowship to be considered for a permanent position within the Agency?s Programs. THE FDA IS SEEKING QUALIFIED SMALL BUSINESS CONCERNS, INCLUDING 8(a), HUBZONE, VETERAN- AND SERVICE-DISABLED VETERAN SMALL BUSINESS CONCERNS WHICH HAVE THE INTEREST AND ABILITY TO PERFORM THE WORK as described in the attached Draft Statement of Work. Interested firms must also demonstrate the following: an understanding of the requirements and the appropriateness of the approach to accomplishing those requirements; organizational experience on activities similar to those embodied in the Statement of Work; and corporate commitment in providing necessary support of successful performance. Corporate qualifications for experience shall be a measure of the extent of relevant work performed, and should include prior work performed that is relevant to the proposed Statement of Work for this effort. Experience should demonstrate a readiness to efficiently perform the requirements. The organization shall be evaluated for the corporate commitment to provide necessary resources (technical, financial, and personnel) to support performance of this award. Planning and staffing a phase-in of approximately 14 days in length shall be necessary. The phase-in of the award includes the proposed staffing and the assumption of responsibilities. Interested firms shall describe the manner in which it intends to assume responsibility for the work. The key personnel should have experience with administering post doctoral and predoctoral appointments. Firms shall identify key personnel who will perform or personally direct the work and submit current curriculum vitae. The contract is currently held by Oak Ridge Associated Universities, PO Box 117, Oak Ridge, TN 37830-0117. The NAICS code for this requirement is 541990. The FDA anticipates a five-year Indefinite Delivery-Indefinite Quantity contract will be awarded.
