Description
The Agency of Substance Abuse and Mental Health Administration (SAMHSA), Center for Substance Abuse Treatment (CSAT), through the General Acquisitions Branch (GAB), Program Support Center (PSC), intends to award a 8 month sole source contract using simplified acquisition procedures to the National Association Of Drug Court Professionals (NADCP)4900 Seminary Road, Suite 320, Alexandria, Virginia 22311. The anticipated date of award is 3/31/2006. The purpose of this contract is to further SAMHSA/CSAT's program goal of providing training and information to current and potential treatment drug courts in order to improve their clinical interventions and to improve their overall effectiveness. This contract provides funding for the NADCP's (National Association of Drug Court Professionals) 12th Annual Drug Court Training Conference from June 21-24, 2006 in Seattle, Washington. Attendance is expected to exceed 2,000 persons. The 2006 annual conference will combine the adult drug court training conference with the juvenile and family drug court training conference for the second time. SAMHSA/CSAT will jointly develop the family drug court portion of the training conference with NADCP. SAMHSA/CSAT will participate in the planning of the NADCP's 12th Annual Drug Court Training Conference.. The contractor shall run the conference, provide a summary report describing the successes and weaknesses of the conference, and recommend next steps in training for Family Drug Treatment Courts. The contractor is responsible for but not limited to the following tasks Initial meeting - Within one week from the effective date of the contract (EDOC), the contractor shall meet with the Project Officer (PO) to discuss the specific tasks to be accomplished under the contract. Telephone meetings - The contractor shall conduct regular telephone meetings with the PO to review the status of the tasks and to plan future activities. 12th Annual Drug Court Training Conference from June 22-24, 2006, in Seattle, Washington. SAMHSA/CSAT and the contractor shall jointly plan and develop the family drug treatment court portion of this training conference, in which SAMHSA/CSAT will be identified as a major partner. Family Drug Court Sub-Committee of the Executive Planning Committee The contractor shall prepare a recommended timeline and process for final decisions in determining workshops and presenters. The contractor shall submit an overall informational, marketing, and publicity communications plan. The contractor shall prepare a brochure for the conference. SAMHSA/CSAT should be identified as a major sponsor of the Conference in brochures and other written materials, and should be acknowledged orally at the Conference. The contractor shall provide trainers and speakers for the family drug court portion of the conference, and will provide them with all supplies and materials necessary to ensure a successful training experience. The contractor shall pay for the travel expenses of up to 20 trainers and speakers. The contractor shall also pay speaking fees for up to 5 of these 20 speakers. The contractor shall pay the travel expenses of a limited number of conference attendees only if all trainers and speakers of the family drug court portion of the conference have had their travel expenses paid. The contractor shall conduct the conference. Final Report - The contractor shall provide a summary report describing the successes and weaknesses of the conference, and recommending next steps in training for Family Drug Treatment Courts. The proposed simplified acquisition is for services for which the Government intends to solicit and negotiate with only one source Under authority of far 6.302. Interested persons may identify their interest by responding to the requirement within 10 days after the date of publication of this notice. A determination by the government not to compete this proposed simplified acquisition based upon responses to this notice is solely within the discretion of the government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. No solicitation is available.
