- The Federal Bureau of Prisons , South Central Regional Office, Dallas, Texas, in accordance with FAR 6.303-1, intends to solicit and negotiate a procurement for 35 Ton Sliding Axle Trailer. This is a combined synopsis/solicitation for a commercial item prepared in accordance with the format in FAR Subpart 12.6 and Subpart 13.5 as well as supplemental information provided herein. This announcement constitutes the only solicitation and the Government does not intend to issue a written solicitation. This solicitation is being issued as a Request for Quotation . This will be a firm fixed price contract. The BOP will be awarding a contract in accordance with the provisions of FAR Subpart 13.5. Award will be based on best price to the Government. The RFQ incorporates the following provisions and clauses that are in effect through Federal Acquisition Circular 2005-08. FAR Clause 52.212-1 Instructions to Offerors?Commercial Items (JAN 2005), subsection (a), (b), ?), (f), (g), (j), and (k) applies. Clause 52.212-3 Offeror Representations and Certifications-Commercial Items (MAR 2005), Clause 52.212-4 Contract Terms and Conditions?Commercial Items (SEPT 2005), Clause 52.212-5 Contract Terms and Conditions Required To Implement Statutes or Executive Orders?Commercial Items (JAN 2006), subsection (b)1,3,7,10,13-20 and 31 applies, Clause 52.224-1 Privacy Act Notification (APR 1984), Clause 52.224-2 Privacy Act (APR 1984), Brand Name or Equal (JAR 2852.211-70)(JAN 1985). STATEMENT OF WORK Provide all labor, material, and supervision as required to fabricate and deliver one 35 ton sliding axle trailer to the Federal Medical Center located at 3150 Horton Road, Fort Worth, Texas 76119. A. Description Type. Hydraulic sliding axle trailer, full tilt deck. Size. 35 Ton payload capacity (70,000# distribution capacity/40,000# concentrated in 10'. Length. 53' Overall length. Finish. Sandblasted, primed, and painted. Manufacturer?s standard white 2 part polyurethane. Deck Height. Maximum 38" unloaded deck height. B. Construction Type. 4 Beam design. Beams. Fabricated I-beams with webs constructed in 80,000 psi high-tensile steel and flanges of 130,000 psi yield strength steel. Web Stiffeners. Located at high-load points. Crossmembers. High tensile steel I-beams on 12" centers. Decking. 1-1/2" Oak hardwood flush mounted decking. King Pin. 48" Height with 18" king pin setting and 80" of swing clearance. Deck Length. Approximately 41' - 6" of usable deck space. Must be capable of hauling one 40' or two 20' ISO containers. Landing Gear. Manufacturer?s standard 2- speed crank type. Rear Approach. Knife edge approach at rear 3/4" thick. Cable Trough. Cable trough to have a 1-1/2" depth with a 4" total width. Cable trough shall be the full length of main deck. Deck Enclosure. 3" x 6" x 3/8" Thick angle deck enclosure. C. Deck Tilt Type. Hydraulic activated deck tilt mechanism. Main bed attached to upper deck with a parallel linkage mass that allows the upper deck to stay level at all times during loading and unloading. Trailer to be capable of tilt operation with towing vehicle jack-knifed at a 90 degree angle to the trailer without binding in the 5th wheel area. Sliding Axles. Manufacture?s standard full hydraulic activated with single-stage cylinder. Axles must slide full length by use of hydraulic power and slider pads. Units utilizing chains, pulleys or rollers to slide the axle are not acceptable. Load. When in full tilt position, the main deck and upper deck shall form a continuous deck for easy loading, with an approximate 6.5 degree load angle. Hydraulic Kit. Trailer shall be set up to run off the truck PTO wet kit. D. Suspension Type. Turner or equal air ride with dump valve. Axles. Two 22,500# each. Wheels. 6.75 x 17.5 Pilot mounted steel disc wheels. Tires. 235/75R x 17.5 Tires with single load rating of 5,675# each. Seals. Stemco type or equal. Brakes. 12-1/4" x 7-1/2" Air with auto slack adjusters and spring park brakes on all axles. Shall have emergency brake release valve located at control panel. 2S/1M ABS System. E. Electrical Requirements. Shall meet all SAE, ICC and DOT standards. Type. Manufacture?s standard sealed system with 7 prong male connector. Gooseneck Plug. Manufacture?s standard weather proof quick disconnect hydraulic coupler. F. Accessories Tie Downs. Stakepockets on 4' centers and four chain slots across rear knife edge approach. Mud Flaps. Anti-sail type. Winch. 20,000# Braden or equal hydraulic winch with free wheel. 100' of cable and removable cable roller for winch. Remote Control. Two function wireless remote control for winch functions. Tool Box. Two tool boxes in upper deck, recessed, with 4-1/2" steel reinforced covers. Container Guides. Heavy duty roller type guides for two 20' or one 40' ISO containers. Literature. Bidder must furnish complete descriptive literature and a drawing affixed with the seal of a Licensed Professional Engineer certifying applicability for intended purpose. SPECIAL CONTRACT REQUIREMENTS SUBMISSION OF QUOTES All interested parties capable of providing the required equipment may submit a RFQ which will be considered by the agency in its final determination. All contractor responses shall be submitted to the address listed no later than March 24, 2006 at 3:00 pm central standard time. All quotes shall be clearly marked with RFQ 50020-001-6. All vendors are hereby notified that if your quote is not received by the date/time and location specified in this notice, it will not be considered.
