- The Federal Bureau of Prisons , South Central Regional Office, Dallas, Texas, in accordance with FAR 6.303-1, intends to solicit and negotiate a procurement for Gasoline/Diesel Multi-Compartment Semi-Trailer Tanker. This is a combined synopsis/solicitation for a commercial item prepared in accordance with the format in FAR Subpart 12.6 and Subpart 13.5 as well as supplemental information provided herein. This announcement constitutes the only solicitation and the Government does not intend to issue a written solicitation. This solicitation is being issued as a Request for Quotation . This will be a firm fixed price contract. The BOP will be awarding a contract in accordance with the provisions of FAR Subpart 13.5. Award will be based on best price to the Government. The RFQ incorporates the following provisions and clauses that are in effect through Federal Acquisition Circular 2005-08. FAR Clause 52.212-1 Instructions to Offerors?Commercial Items (JAN 2005), subsection (a), (b), (c), (f), (g), (j), and (k) applies. Clause 52.212-3 Offeror Representations and Certifications-Commercial Items (MAR 2005), Clause 52.212-4 Contract Terms and Conditions?Commercial Items (SEPT 2005), Clause 52.212-5 Contract Terms and Conditions Required To Implement Statutes or Executive Orders?Commercial Items (JAN 2006), subsection (b)1,3,7,10,13-20 and 31 applies, Clause 52.224-1 Privacy Act Notification (APR 1984), Clause 52.224-2 Privacy Act (APR 1984), Brand Name or Equal (JAR 2852.211-70)(JAN 1985). The full text provision or clause may be accessed electronically at www.arnet.gov/far. GENERAL REQUIREMENTS: Provide a Gasoline/Diesel Multi-Compartment Semi-Trailer Tanker. Proposals for a ?new? unit to meet the below listed minimum specifications. Proposals for a used/reconditioned unit will be considered and will be weighed against the minimum specifications. All proposals to include delivery to the Federal Medical Center, 3150 Horton Road, Fort Worth, Texas 76119. THE SPECIFICATIONS LISTED BELOW SHOULD SERVE AS A ?MINIMUM? TEMPLATE FOR THE END USER TO WORK WITH TO DEVELOP A PROPOSAL FOR THEIR PRODUCT LINE: Note: The specifications listed below should serve as a ?minimum? template for the end user to work with to develop a proposal from their product line. STANDARD AND HEAVY DUTY SPECIFICATION TEMPLATE: A. VESSEL: 1. Material - 5454 alloy available in standard and heavy duty construction. 2. Shell Finish - Mill or polish finish. Hand polishing is also available on various components. 3. Shape - Elliptical cross sections of various dimensions. Available with Straight Bottom, Trough Bottom or Double Taper designs. 4. D.O.T. Spec / Vapor Testing - DOT-406 AL. Tested at 5 PSI rated at 3 PSI. Tested and certified to EPA Method 27-CA Air Resources Board standards and manholes sealed. 5. Capacity - 6,000 gallons to 9,500 gallons nominal. 6. Compartments - Two or more (wish to haul 25% capacity in gasoline & 75% capacity in diesel). 7. Compartment / End Heads - Single compartment heads, Double compartment heads or a combination of Single and Double heads. 8. Surge Heads - Dished & flanged surgeheads with one (1) 20" manway center, two (2) 12" drain holes 6 and 12 o'clock, and two (2) 3" emergency drain holes @ 3 and 9 o'clock. 9. Flashing - Full length, double leg extrusions. Dams front and rear with transverse overturn protection rails as required by code. 10. Documentation - Computer generated calibration charts 1/2" increments. HM-183 documentation /markings on front head. Vapor test decal with documentation. Unit hydrostatically tested. 11. Temp Rating - 180 Degrees F. maximum operating temperature. B. TANK FITTINGS AND PIPING: Note: Available options are too numerous to list. Individual sales consultants are to provide options they feel will work best with their product applications. 1. Manholes - One (1) 16" diameter Strongback style, zinc plated steel, 10" fill vapor recovery manhole per compartment. Buna N gaskets. 2. Capacity Indicators - One 14" aluminum rod per compartment. One disc per compartment (all compartments) is standard (many options available). One (1) 1/8" stainless steel static ground wire per compartment. 3. Vents - DOT-406 venting in manhole. 4. Vapor Collect Vent - One (1) 3" air operated inward opening sequential vents in each manhole cover. Aluminum vents with stainless trim & Viton seats. 5. Vapor Collect Hood - Cast aluminum vapor hood connected to curbside flashing rail by 3" hose. 6. Vapor Collect Piping - 4" Aluminum internal vapor line from curbside flashing rail, through mid-tank to vapor outlet(s). Recommend one (1) curbside outlet 15" to rear of last discharge valve and one (1) curbside outlet to rear of rear head. Other positions and additional lines are to be per regional requirements. 7. Vapor Collect Fittings - Recommend a 4" adapter and dust cap, however, many options are available. 8. Emergency Valve - One (1) aluminum body, air operated internal cylinder, & Tef-O-Sil seals, per compartment. Splash shield-vortex breaker over each EV. Where appropriate, a straight through style valve may be used instead of an elbow style to streamline piping. 9. Operator System - Air control kit mounted in EVO cabinet. One (1) emergency valve trip lever located streetside front of tank. 10. Piping / Piping Gasket - 4" Schedule #10 aluminum discharge piping with large radius formed sweeps to curbside of tank, located per API standards. Viton gaskets on flanged piping connections. Nitrile grooved coupling gasket at emergency valves. 11. Discharge Valve - 4" API openable adapters with aluminum handle and Viton seals. 12. Overfill Protection - Civacon ROM II System with molded wire loom and ground proving bolt included with monitor mounted on trailer frame. One probe per compartment mounted in each manhole cover. One optic socket (Ref. SJ6W-WOGA) located on bracket adjacent to monitor, not in enclosure and one thermistor socket (Ref. SJ6S) located on bracket adjacent to monitor, not in enclosure. Additional overfill sockets and optional locations to be per individual manufacturers recommendations. 13. Brake Interlock - Safety interference bar with lock down pin handle over discharge valves and vapor outlet(s). Activates one (1) brake interlock valve. Rear vapor outlet to have separate interlock valve. C. ACCESSORIES: Note: Available options are too numerous to list. Individual sales consultants are to provide options they feel will work best with their product applications. 1. Ladder - Rear aluminum ladder, center of head, with serrated rungs and platform top step and step below bumper. Optional locations and types are acceptable. 2. Walkway - Adhesive backed, skid-resistant tape between flashing rails. 3. Hose Carriers - Include a minimum of two (2) 7" x 21' aluminum hose tubes located curbside rear. Additional hose tubes and trays are acceptable. 4. Stick Tube - Optional 5. Cabinet - Standard specs include one (1) 16"W x 24"H x 20"D aluminum, EVO cabinet with single door and stainless steel hinges mounted curbside in front of piping. Additional cabinets are acceptable. 6. Splash Guard - Front and rear, anti-sail, anti-spray flaps. 7. Fenders - Two front and rear aluminum flat style fenders (contour also acceptable). 8. Placards / Doc. Holders - Per regional requirements 9. Lights - 12 Volt Truck Lite flange mount LED lamp system complying to FMVSS with conspicuity markings each side and rear. Combination mid-tank clearance and turn signals, one each side. One oval third stop light, located rear center of trailer. 10. Wiring - One (1) 7 way ATA (#SAE J560) connector in nose box. Located at lower streetside front head. Two (2) aluminum light boxes at rear, one each side of tank. 12 Volt system, 7 wire, molded conduit throughout, all connections made in junction boxes. D. CHASSIS: 1. Upper Fifth Wheel - Hi-tensile steel, bolted and adjustable with 2" forged kingpin. 2. Skid Plate - Aluminum skid plate. 3. Landing Legs - 2-speed, 50,000 lb. with sand shoes and streetside crank. 4. Suspension - A standard duty air ride suspension is included. Heavy Duty air ride or spring suspensions are also available. Multi-axle suspensions, lift axles and steering axles are available as weight laws and bridge formulas allow. 5. Suspension Frame - Light weight aluminum, Hi-tensile steel and/or Galvanized steel are acceptable. Suspension Huck riveted to subframe with electrolysis barrier. Aluminum D.O.T. compliance bumper per FMVSS223, wheels back exemption. Underride if required by suspension location. 6. Brake System - Aluminum multi-tank air system meeting FMVSS 121 requirements. 4S-2M ABS system, (4 sensor/2 modulator). "Quick Release" gladhand on service line. Constant power is standard on auxiliary(blue) center pin of SAE J560 7-way. 16.5" x 7" (quick change) S-cam type brake shoes. 7. Brake Chamber - OEM type 30-30 parking-emergency spring brake. 8. Brake Lining - Non-asbestos brake lining. 9. Slack Adjuster - OEM automatic slack adjuster. 10. Axles - 71-?? to 77-?? track and/or a variety of beam ratings depending on individual manufacturers? standards. 11. Oil Seals - OEM with visible-fluid type hubcaps. 12. Paint - Dupont Imron 5000 series white paint on steel parts only. E. HUBS AND DRUMS: 1. Hubs - Four (4) 10 Stud, "Hub Pilot" (single nut mount), aluminum hub for outboard drum (tapered spindle) Standard hub lubrication is CD-50 synthetic transmission fluid. 2. Drums - Four (4) Centrifuse - outboard mount brake drums (16.5" x 7"). F. WHEELS: 1. Wheels - Suppliers choice. Steel wheel to be painted with Dupont Imron 5000 series white paint. G. TIRES: 1. Tires - Suppliers choice, radial, heavy duty highway grade. H. MISCELLANEOUS: 1. Warranty - Standard Silver 4-year limited warranty - One year bumper to bumper coverage with some areas (e.g., barrel and frame) being extended on a pro-rated basis out as much as four years. SPECIAL CONTRACT REQUIREMENTS - SUBMISSION OF QUOTES: All interested parties capable of providing the required equipment and software may submit a RFQ which will be considered by the agency in its final determination. All contractor responses shall be submitted to the address listed no later than September 19, 2005 at 3:00 pm central standard time. All bids shall be clearly marked with RFQ 50507-039-5. All vendors are hereby notified that if your bid is not received by the date/time and location specified in this notice, it will not be considered.
