Description
The project involves the following: The work involves the construction of a new 8,954 GSF Cafeteria and Culinary Arts Building and renovations of existing Building No. 1400 at the Angell Civilian Conservation Center. The new Cafeteria and Culinary Arts building shall be a two story brick masonry structure. Construction shall be phased such that upon completion and acceptance of the new Cafeteria and Culinary Arts building the renovation work associated with Building 1400 shall commence. A two (2) week period shall be allowed between the completion of the new Cafeteria and Culinary Arts building and the start of Building No. 1400 renovations. The work will also include miscellaneous site improvements in the form of storm water drainage, connections to all utilities, paving required to service the building, site/security lighting, hazardous materials abatement in Building No. 1400, and general landscaping. The contractor shall begin performance within fourteen (14) calendar days of receiving the Notice to Proceed (NTP) and complete it within 420 calendar days. The substantial completion shall be accomplished within 364 calendar days of Notice to Proceed (NTP). The estimated cost range is from $1,000,000 to $5,000,000. Plans and specifications will be available on April 3, 2006, only from the Architect/Engineer firm, Arbuckle Costic Architects, Inc., 363 State Street, Salem, Oregon 97301. Contact Mr. Clayton Vorse, AIA, Project Manager, at (503) 581-4114, for additional information. COLLECT CALLS WILL NOT BE ACCEPTED. It is emphasized that the request for plans and specifications should be directed to the A/E firm listed above to ensure proper handling of requests. All requests must be in writing and a $200 bid deposit is required. When plans and specifications are returned in good condition, as determined by the Government, the bid deposit is refundable. The Bid Deposit should be forwarded to Mr. Clayton Vorse and must be in the form of a Certified Check, Cashier's Check, or Money Order made payable to the U.S. Department of Labor. Please provide on each check or money order your EIN number (Tax ID Number) to ensure the refunding of your deposit. Failure to do so may result in your deposit not being refunded. Requests subject to the stated bid-deposit amount will be limited to the issuance of one complete set per request from any interested party. Plans and specifications will be made available for pick-up at the A/E's office, or may be arranged for delivery at an additional charge. Any additional shipping and/or handling charges must be pre-paid; COD requests will not be accepted. Requests must be in writing and will be answered on a first-come, first-serve basis until the initial supply is exhausted. For additional sets requested from interested parties subject to the bid-deposit requirements, or for requests made after the initial supply is exhausted, a non-refundable fee, not to exceed the actual cost of reproduction of IFB documents (to be determined by the Contracting Officer) plus a shipping charge based on individual requests (if applicable) will be required to obtain the IFB documents. A Pre-Bid walk-through is scheduled for Thursday, April 13, 2006, at 10:00 A.M., local time, at the Angel Civilian Conservation Center(site). This will be the only opportunity to view the site prior to the submission of bids. The Bid Opening date is scheduled for Wednesday, May 3, 2006, at 1:00 P.M., local time, at the Architect/Engineering office mentioned above. This is a 100% Small Business Set-Aside acquisition. The North American Industry Classification System (NAICS) Code is 236220 (Commercial and Institutional Building Construction). The Small Business Size Standard is $31.0 million. Certified HUB Zone, small disabled veterans, woman-owned small disadvantaged businesses, 8(a) businesses and small businesses are encouraged to apply. Furthermore, small businesses are encouraged to apply for HUBZone certification. Information regarding HUBZone certification can be found at http://www.sba.gov. Bidders desiring an explanation or interpretation of the solicitation, drawings, specifications, etc., must request it in writing no later than ten (10) calendar days before the bid opening. This is necessary to allow a reply to reach all prospective bidders before the submission of their bids. Bidders unable to comply with the ten (10) calendar day requirement should bid the contract according to your best interpretation of the plans, specifications, and amendments. PROSPECTIVE BIDDERS MUST BE REGISTERED IN THE CENTRAL CONTRACTOR REGISTRATION (CCR) DATABASE. Information regarding registration can be found at http://www.ccr.gov.
