- MARKET SURVEY Request for Information General Aviation Operations Safety Inspector Ground and Flight Training DTFAAC-06-R-01763 General Information: The Federal Aviation Administration, General Aviation Operations Aviation Safety Inspector (GA OPS ASI), FAA Academy, Contracts and Program Administration Division AMA-260, is conducting a Market Survey/Request for Information to find vendors that can provide ground and flight training and related flight training services for General Aviation Pilot training for the FAA Aviation Safety Inspectors. This synopsis describes the requirements and vendor qualifications that will be required for the vendor to perform the work required. The draft statement describes tasks required in support of in each of the following: 1. FAA GA Multi-Engine Refresher Course Number 28244 39 Classes/yr 2. FAA General Aviation Operations Inspector Indoctrination 6 Classes/yr FAA Course Number 28493. 3. Qualification for Technically Advanced Aircraft 51 Classes/yr FAA Course Number 28568 4. Flight Training services AS REQUIRED To analyze, design, develop, or evaluate training shall conform to the Requirements of FAA-STD-028C. The FAA's requirements for the specific classes is stated above for each year. The FAA would like to put in place a contract(s) for a base year with option for an additional four (4) one-year periods. Multiple awards may be made from this SIR/solicitation. Vendors would be required to propose any or all four line items or any combination of 1, 2, 3, with line item 4.0. The FAA has estimated the total requirement to be in excess of $8 million over the total 5 years for all line items. The NAICS for this requirement is 611512-Flight Training, size standard is $21.5 million. Response to this Market Survey: Any information provided under this market survey is for informational purposes only and will not be released. Any proprietary information submitted will be protected if appropriately marked. An evaluation of information provided by the vendors will be used to develop the source list for this requirement. Vendors must respond to this Market survey in order to be considered eligible to submit a proposal in Phase II. Vendors not providing a completed ATTACHMENT A, and information required in their proposal in response to this market survey will be considered unacceptable and shall be removed from further consideration for award. All responses are to be provided on company letterhead and a copy of Attachment A. No type font less than 12-point may be used. Responses must be received no later than 3:30 P.M, local time March 31, 2006. Market survey responses received after the time and date specified will be determined to be late and will not be considered. The preferred method of response is to provide the required information and return a completed Attachment A,to include a notation adjacent to each equipment and technical requirement, as listed below, indicating either, "Fully Compliant Now", "Partially Compliant Now", "Future Compliance Anticipated" or "Non Compliant". NOTE--Upon issuance of the SIR/Solicitation vendor must be "Fully compliant with the minimum requirement as stated in the PWS. This information is required to improve the Government's understanding of the current marketplace. This announcement is a Market Survey Sources Sought document used to determine the type, capacity, qualifications, and number of vendors that may be able to perform the requirements as stated in the Draft Performance Work Statement. This document will be used to develop the source list that will be used in the issuance of the SIR/solicitation. Only those vendors that submit the required information to this Synopsis will be asked to submit proposals. Vendors need to understand that most of the requirements listed in the Attachment A will become hard requirements that must be met to be determined acceptable during the solicitation phase of the requirement. All interested parties are advised that the FAA will not pay for any information or any administrative costs incurred that are associated with any response received from industry in response to this Market Survey/Request for Information. Therefore, any costs associated with Market Survey/Request for Information submissions will be solely at the interested party's expense. The draft performance work statement describes tasks required in support of General Aviation Operations Aviation Safety Inspector (GA OPS ASI) flight training and related flight training services in the following technical areas: "Multi-engine Airplane, Instrument and Performance Refresher," "General Aviation Operations Inspector Indoctrination," and "Qualification for Technically Advanced Aircraft (TAA)." 4.0 Provide the following minimum information: Vendor Mailing Address; FAX Number, Address of repair facility; Be fully Registered in the CCR and provide Duns ID number: Business Size. Years in business. Company profile. COMPLETE and return one-ATTACHMENT A to this market survey NOTE-- A Contract cannot be awarded to any vendor that is not Registered with the Central Contractor Registration database. As such, all potential offerors are placed on notice that they must provide their DUNS number and Copy of CCR registration at time of solicitation closing date to be determined acceptable, any proposal received without this information will be determined unacceptable and will be removed from further consideration for award. See below: MANDATORY INFORMATION FOR ELECTRONIC FUNDS TRANSFER (EFT) PAYMENT - CENTRAL CONTRACTOR REGISTRATION (CCR). The Contractor is required, as a condition to any payment under this contract, to provide the Central Contractor Registration (CCR) database with the information required in the CCR to make payment by EFT. The Contractor may register to the CCR online at http://www.ccr.gov/, or call the CCR Assistance Center toll free at (888)-227-2423 and request the necessary registration forms. The Contractor must have a DUNS number to begin registration. To obtain a DUNS number, call Dun & Bradstreet, Inc. at (800) 234-3867. For your information a Draft Performance Work Statement (Attachment B) applicable to this requirement is being attached. In addition, the current FAA daily schedules for each of the three classes is also provided Attachments C, D and E. This notice is for informational purposes for Minority, Women-Owned and Disadvantaged Business Enterprises: DOT, Office of Small and Disadvantaged Business Utilization (SADBU), has a program to assist small businesses, small businesses owned and controlled by socially and economically disadvantaged individuals, and women-owned concerns to acquire short-term working capital assistance for transportation-related contracts. Loans are available under the DOT Short Term Lending Program (STLP) at prime interest rates to provide accounts receivable financing. The maximum line of credit is $500,000.
