- (i) This is combined synopsis/solicitation for commercial items number F2QT026040A200 issued on February 10, 2006 for commercial items prepared in accordance with the format in the Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation will be issued on the World Wide Web and can be found at the following web site: http://www.eps.gov/. (ii) Solicitation F2QT026040A200 is issued as a Request for Quote using Simplified Acquisition Procedures under the test program for certain commercial items found at FAR Part 13.5. (iii) The solicitation document and FAR incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-07 and Defense Federal Acquisition Regulation Supplement, Defense Change Notice (DCN) 20060223. Special Provisions; and the Representations, Certifications and Other Statements of Offerors or Quoters are included with this solicitation as an attachment. (iv) This acquisition is a 100% Small Business Set-Aside IAW FAR 19.502-2(b). The NAICS code is 334210 and the small business size standard is 1,000 employees (v) The 1st Contracting Squadron has a requirement for a hardware upgrade to a REDCOM secure voice switch.. The 1st Contracting Squadron, USAF has a requirement to add one REDCOM IGX-C to existing IGX-C System. This add-A-Shelf consist of the following: qty 1: MSU / controller board with Ethernet and two RX-232e links; Qty1: One Expanded Time Slot Interchange (ETSI) with tone plant, conference, and DTMF Sender / Receiver (4 ccts / board); Qty 1: Ringing generator; Qty 1: Standard Cable Shelf; inter shelf cabling and terminators; V6.0 R1PB (JITC Certified) Operating System; the following cards enabled: MLPP, Toll Restrictions, HOST, CUSTOM, MF Signaling and ISDN; Qty 4: Line Boards (ccts/board) P/N: MA0317-905; On-Site Technical Assistance (Five Days); Travel and living expenses (vii) Delivery: Date of delivery shall be by NLT 09 February 07. Place of delivery for acceptance and FOB point will be 37 Elm St, Loading Dock A, Langley AFB, VA 23665. (viii) The following FAR provisions and clauses are applicable to this procurement: 52.212-1, Instructions to Offerors--Commercial Items (JAN 2006), (ix) Solicitation provision at FAR 52.212-2, Evaluation ? Commercial Items (JAN 1999), (a) The Government will award a purchase order resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government. (x) Offerors are reminded to include a completed copy of the Representations, Certifications with his/her offer. (xi) Wherever the word Government is used ?NAFI? is substituted in lieu thereof. (xiii) N/A (xiv) The Defense Priorities and Allocation Systems (DPAS) assigned rating for this procurement is unrated. (xv) There are no numbered notes applicable. (xvi) This announcement will close and quotes are due by 2:00 PM (EST) 23 March 2006.
