- This is a request for information (RFI) only*. It is not a solicitation nor does it guarantee a solicitation will be issued. The 99th Contracting Squadron, Nellis AFB NV, is conducting market research for professional engineering support services that will enable the Joint Unmanned Aircraft Systems Center of Excellence, United States Air Force Warfare Center, Unmanned Aerial Vehicle Battlelab, 53WG, 57WG, 505CCW, and the Joint Air Ground Operations Group to operate in day to day home station operations, exercises, as well as wartime-deployed conditions at Nellis and Creech AFB NV. This market research is conducted to determine if contracted support can be secured for anticipated repetitive needs for services. Specifically, the organizations cited above anticipate periodic requirements of the following types of services: 1. Strategic Planning for Technology Programs/Activities. Services required under this category involve the definition and interpretation of high-level organizational engineering performance requirements such as projects, systems, missions, etc., and the objectives and approaches to their achievement. Typical associated tasks include, but are not limited to analysis of mission, program goals and objectives, requirement analysis, organizational performance assessment, special studies and analysis, training, privatization and outsourcing. 2. Concept Development and Requirements Analysis. Services required under this category involve abstract or concept studies and analysis, requirement definition, preliminary planning, the evaluation of alternative technical approaches and associated costs for the development or enhancement of high-level general performance specifications of a system, project, mission or activity. Typical associated tasks include, but are not limited to requirements analysis, cost/cost-performance trade-off analysis, feasibility analysis, regulatory compliance support, technology conceptual designs, training, privatization and outsourcing. 3. System Design, Engineering and Integration. Services required under this category involve the translation of a system (or subsystem, program, project, activity) concept into a preliminary and detailed design, performing risk, identification/analysis/mitigation, and the integrating the various components to produce a working prototype or model of the system. Typical associated tasks include, but are not limited to computer-aided design, design studies and analysis, high level detailed specification preparation, configuration management and document control, fabrication, assembly and simulation, modeling, training, privatization and outsourcing. 4. Test and Evaluation. Services required under this category involve the application of various techniques demonstrating that a prototype system (subsystem, program, project or activity) performs in accordance with the objectives outlined in the original design. Typical associated tasks include, but are not limited to testing of a prototype and first article testing, environmental testing, independent verification and validation, reverse engineering, simulation and modeling, system safety, quality assurance, physical testing of the product or system, training, privatization and outsourcing. 5. Integrated Logistics Support. Services required under this category involve(s) the analysis, planning and detailed design of all engineering specific logistics support including material goods, personnel, and operational maintenance and repair of systems throughout their life cycles. Typical associated tasks include, but are not limited to ergonomic/human performance analysis, feasibility analysis, logistics planning, requirements determination, policy standards/procedures development, long-term reliability and maintainability, training, privatization and outsourcing. 6. Acquisition and Life Cycle Management. Services required under the category involve all of the planning, budgetary, contract and systems/program management functions required to procure and/or produce, render operational and provide life cycle support (maintenance, repair, supplies, engineering specific logistics) to technology-based systems, activities, subsystems, projects, etc. Typical associated tasks include, but are not limited to operation and maintenance, program/project management, technology transfer/insertion, training, privatization and outsourcing. 7. Education, Training, and Courseware Support Services. Services required under this category involve areas relating to education, training, and courseware support for activities and tasks specified to enhance the customer?s ability to perform his mission. Tasks include developing presentations specific to the unit mission to amplify the customer audience?s ability to perform that mission, developing written courseware to accompany the presentation, presenting the training, and maintaining the courseware in a format specified by the customer. Due to the exposure of sensitive material, it will be required that all personnel have at least a Secret clearance, with the ability to obtain a Top Secret/Sensitive Compartmented Information (TS/SCI) clearance. If you feel you can provide these services, please provide a 3-10 page Capabilities Statement, addressing the items below, to Captain David Huber at david.huber@nellis.af.mil and 1Lt Micah O?Neal at micah.oneal@nellis.af.mil, NLT 1600 PST on 24 March 2006: What capabilities does your organization possess to successfully accomplish the requirements described in this RFI? What is your business size (e.g., 8(a), Service-Disabled Veteran Owned, large business, etc.)? If a solicitation for this effort were issued, would your organization submit a proposal as a prime contractor or a subcontractor? What percentage of this effort would be appropriate for a small business set-aside? Do you hold any contracts similar in work/scope to the services identified above? Can you provide those contract numbers and their values? Can you provide a point of contact name/number? Do you have a GSA schedule contract for the services identified above? As described above, these needs are repetitive in nature, and therefore the Government cannot accurately determine when firm requirements might materialize, and for how long. As such, please comment on your capability to provide short-notice support of the services described above. Additionally, because of the repetitive nature of the requirements, is there a contract type that you feel would best suit this effort? Do you currently have personnel and facilities cleared at the Secret level with the ability to obtain the TS/SCI-level? If you have any questions regarding this effort please include them in your Capabilities Statement (this will not count against your page limit). * Submission of any information in response to this RFI is completely voluntary, and shall not constitute a fee to the government.
