- Air Force Research Laboratory, Human Effectiveness Directorate (AFRL/HE) solicits proposals for the Fiscal Year (FY) 06 Historically Black Colleges or Universities (HBCU) and Minority Institutions (MI) set-aside program. This proposed effort is being considered as a 100 percent set-aside for Historically Black Colleges or Universities (HBCUs) and Minority Institutions (MIs), as defined by the clause at 252.226-7000 of the Defense Federal Acquisition Regulation Supplement. The offeror must certify as part of the offer that it is an HBCU/MI as shown in DFARS provision 252.226-7008. The HBCU/MI submitting an offer shall agree that at least 50 percent of the cost of the grant incurred for personnel shall be for the employees of the HBCU/MI.
