Description
This is a combined synopsis/solicitation for commercial services prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. Period of performance is from 2 April through 11 May 2006. This solicitation is issued as a Request for Quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular Fac 2005-08 and DFARS DCN 20060223 Edition. All responsible sources may submit a written proposal, which will be considered. Facsimile submissions will also be accepted. The North American Industry Classification System (NAICS) code for the solicitaiton is 611519. There is 1 line item in this solicitation. CLIN 0001, provide formal instruction, evaluation and national certification for 7 different accredited firefighting classes in accordance with Statement of Work (SOW). Unit pricing is 1 each. Quotations are due 22 March 2006 by 10:00 AM local. The provision at 52.212-1, Instructions to Offerors ? Commercial, applies to this acquistion. No addenda are attached. Offerors shall include a completed copy of the provision at 52.212-3, Offeror Representations and Certifications ? Commercial Items Alt I, with their offer. Offerors shall be evaluated on Price and the technical capability to comply with the statement of work. Technical capability is approximately equal to price. STATEMENT OF WORK FOR FIRE DEPARTMENT TRAINING SERVICES 1. BASIC SERVICES. The contractor shall provide all management, tools, supplies, equipment, labor, travel and lodging expenses, transportation fees and other fees necessary to perform all operations in connection with providing training as described below to the Kaiserslautern Military Community (KMC) Fire and Emergency Services located on Ramstein Air Base, Germany. Work shall comply with US and Germany government regulations and standards as well as commercial standards. 1.1. DESCRIPTION OF WORK. Contractor shall provide the following fire courses to the KMC Fire and Emergency Services, Ramstein AB, Germany. All courses shall be taught IAW NFPA 1021, Standard for Fire Officer Professional Qualifications, NFPA 1041, Standard for Fire Service Instructor Professional Qualification, NFPA 1031, Standard for Professional Qualifications for Fire Inspector and Plan Examiner. The attending instructional institute shall certify all students to the International Fire Service Accreditation Congress (IFSAC) and Nation Professional Qualifications Board (PRO-Board). The attending instructional institute shall themselves be certified in all courses being presented. Courses to be provided are as follows: Fire Instructor I Fire Instructor II Fire Officer I Fire Officer II Fire Officer III Fire Inspector II Fire Inspector III 2. GOVERNMENT FURNISHED PROPERTY AND SERVICES. A suitable learning environment shall be provided by the Government. If necessary, assistance in arranging billeting on or off base shall be provided by 435 CES/CEFT, however all lodging costs are the responsibility of the contractor and shall be included in the contractors cost proposal. 3. GENERAL INFORMATION. 3.1 INSPECTION. Inspection shall include the work to be performed, the method and manner of the performance by the Contractor under this contract. The designated 735 CES/CEFT representative shall inform the contractor about unsatisfactory conditions and services. 3.2. RECORDS AND SCHEDULE. The Contractor shall maintain a complete and accurate record of students taught and certified. Classes shall start no later than 2 April 2006 and continue until 11 May 2006. Contractor shall provide a class itinerary which shall reflect each of the class dates and times. This schedule shall make the best use of the time allowed. 3.3. DAMAGES TO GOVERNMENT PROPERTY. Damages to any government property must be brought to the attention of the 735 Civil Engineer Squadron within 1 hour of occurrence. The contractor shall call the Service Call section at 06371-47-6546 to make notification. 3.4. CLEAN UP OF AREA. The contractor shall be responsible for maintaining a neat and clean instruction area. 3.5. BASE ENTRY PASS. The contractor shall obtain a Base Entry Identification, USAFE Form 77, for all personnel needing access to Ramstein AB for this contract. It is the responsibility of the contractor to turn in the USAFE Form 77 if personnel are no longer employed by the contractor.
