Description
THIS IS A SOURCES SOUGHT ANNOUNCEMENT. There is no solicitation available at this time. TACOM-ROCK ISLAND is seeking to identify POTENTIAL SOURCES who have the capability and experience to provide the following services: 1. Scope. This Statement of Work (SOW) involves providing technical engineering advice, analytical support, and assistance to the U.S. Army Materiel Systems Analysis Activity (AMSAA), the U.S. Army Materiel Command (AMC) Major Subordinate Commands (MSCs )/Life Cycle Management Centers (LCMCs) and Program Executive Offices (PEOs) Value Engineering (VE) Programs. a. Analytical Support and Assistance. Contractor shall provide technical VE advice, analytical support and assistance to AMSAA and to the MSC/LCMC VE offices. Contractor will prepare quarterly reports for AMSAA. b. Training/Workshop Staff Visits. Support will be provided in the form of assistance and training/workshop visits. The AMC independent review and assessment of the MSC/LCMC VE programs will be provided by the staff visit team. The information gathered on issues affecting the VE program as a result of the staff visits will be provided to AMSAA as Functional Coordinating Group (FCG) Issues. c. FCG Mini-Conference. In addition, the contractor shall provide management engineering services to plan, arrange, and coordinate two VE mini-conferences. Planning will begin immediately to establish a tentative schedule of staff visits and the FCG mee tings. The task involves setting up the meetings/workshops to support the AMC VE program by providing a forum for VE Managers to determine program direction and make informed decisions regarding the Value Engineering Management System, regulations, and ot her relevant issues. The contractor will provide management engineering support services to plan, arrange, coordinate, administer and evaluate the VE mini-conferences/workshops. The mini-conferences/workshops will last one to three days depending on the number of issues or complexity of the workshop. d. Accomplishments Brochure and Publicity. Contractor shall evaluate and document FY06 VE accomplishments and publicity materials for use in an AMC accomplishments brochure in the most cost effective manner possible while still meeting requirements for worthwhile motivational documents. AMSAA and the contractor will work together to identify necessary team meetings to discuss progress or resolve issues on this task. The work will be performed within a six month period beginning on the day of task order award. The first planning meeting will take place by September 2006. 2. Typical support services are as follows: a. Analytical Support and Assistance. Provide technical VE advice, analytical support and assistance to the MSC/LCMC VE Offices. Prepare Quarterly AMC/PEO VE pamphlet reporting upcoming workshops, training opportunities, and individual MSC/LCMC savings to date b. Training/Workshop Staff Visits. Visit, review, and assess selected VE reporting organizations based on significant previous experience with analyzing various VE programs. Review will include but not be limited to: (1) Compliance with regulations and guidance (complete records) (2) Reporting validity based on analysis of VE records (3) Compliance with the VE Master Plans (a) Progress versus goals (b) Adhesion to submitted MSC/LCMC and AMC VE Master Plans (4) VE Program effectiveness and efficiency (5) Analysis and identification of improvement opportunities c. FCG Mini-Conference. Plan, arrange, and coordinate two VE FCG mini-conferences/workshops prior to 30 Sep 06. The first FCG mini-conference will be held in Spring 2006; the second to be held in Fall 2006. Contractor shall make preliminary arrangemen ts for the Fall FCG. Semi-annual VE meetings conducted by AMSAA are a requirement of AMC Regulation 70-8. d. Accomplishments Brochure and VE Publicity. The contractor will provide technical guidance and identify candidate VE Proposals and VE Change Proposals for possible inclusion in one 20 page accomplishments brochure which covers accomplishments completed during FY06, using lessons learned from the VE program effort in FY05, to develop and publish the FY06 material in the brochure. The accomplishments brochure development effort will involve coordination with the AMC Major Subordinate Commands (MSCs)/Life Cycle Management Commands (LCMCs), development of a theme and selection of specific projects based on relevance to the theme and publicity value. It will involve the development of write-ups that accurately and succinctly portray the VE accomplishments. It will also involve the recommendation of graphics and coordination with the AMSAA VE Program man agement. 3. Deliverables: a. Analytical Support and Assistance. Final draft of Quarterly AMC/PEO VE pamphlet submitted within 30 days following end of each quarter. b. Training/Workshop Staff Visits. (1) In conjunction with government employees, conduct office inspection/audit. Approximately two staff visits will be performed as a result of this task. The work will be performed within a six month period beginning on the day of task order award. Pl anned site visits: AFSC/JMC and TACOM LCMC (2) Partner with AMSAA to collate results from the foregoing reviews and assessments and develop a draft technical report and/or out brief for each staff visit on site. (3) Provide training in VE Function Analysis System Technique (FAST) where appropriate and with prior approval. (4) Conduct studies and analysis of VE related issues of special interest as required and funded. c. FCG Mini-Conference. (1) Finalize agenda and distribute attendees list ten working days prior to meeting (2) Coordinate conference facilities (3) Provide administrative support for speakers (4) Participate in conference sessions and workshops (5) Prepare draft proceedings within ten working days after meeting (6) Distribute record of proceedings to attendees and interested parties d. Accomplishments Brochure and VE Publicity. Compile a black and white layout of one 20 page accomplishments brochure and associated computer files. The final camera-ready electronic or hard copy version of the brochure must be submitted so there is su fficient time to make necessary revisions and still obtain the finished brochure from the Defense Automated Printing Service not later than February 2007. It is anticipated to be a firm fixed price type contract with a base year and two option years.
